“一带一路”的“国际发展共同体”的构建机制

【摘要】："一带一路"倡议最具意义的内涵在于全球发展治理层次上的"国际发展共同体"机制框架。这个框架由四个层面组成:一是以议题倡导为基础的议程设置机制,二是以规划对接为核心的战略协调机制,三是以对口合作为主的推进路径机制,四是以项目示范为内容的落地扎根机制。这一机制框架迎合了当前全球治理发展对新理念、新机制的需求,具有很强的现实操作取向。
[Abstract]:The most significant connotation of Belt and Road's initiative lies in the institutional framework of the International Development Community at the level of global development governance. The framework consists of four levels: first, an agenda setting mechanism based on topic advocacy; second, a strategic coordination mechanism with planning and docking as the core; and third, a mechanism for advancing the path based on counterpart cooperation. Fourth, the project demonstration as the content of the landing to take root mechanism. This framework caters to the needs of new ideas and new mechanisms in the development of global governance and has a strong practical operational orientation.
