“一带一路”战略背景下菲律宾职业教育扶贫政策及启示

【摘要】:"一带一路"战略背景下,2016年8月菲律宾技术教育和技能发展署(TESDA)提出涵盖多项措施的职业教育扶贫政策,主要包括:实施"镇级技能培训计划"、加强职业教育机构间合作、提供奖学金和助学金、开展"特别技能培训计划"、充分利用信息技术提高职业教育扶贫透明度、开展"道德重塑"计划等。在职业教育扶贫方面,菲律宾发挥政府主导作用,实施职业教育扶贫问责制,培养具有全球竞争力的劳动者,打造助力社会公平的职业教育。同时,菲律宾加强职业教育机构的监督与管理,大力推进职业教育师资培训和实施严格的职业教育质量管理制度,为职业教育扶贫提供有力保障。
[Abstract]:In the context of the "Belt and Road" strategy, in August 2016, the Philippine Agency for Technical Education and skills Development, Tesda, proposed a pro-poor policy for vocational education covering a number of measures, including, inter alia, the implementation of the skills training Program at the Township level and the strengthening of inter-agency cooperation in vocational education, To provide scholarships and grants, to develop "special skills training programs", to make full use of information technology to improve the transparency of poverty alleviation in vocational education, and to carry out "moral reshaping" programs. In the aspect of helping the poor in vocational education, the Philippine government plays a leading role in carrying out the accountability system of helping the poor in vocational education, training the workers with global competitiveness, and building vocational education which can help the society to be fair. At the same time, the Philippines should strengthen the supervision and management of vocational education institutions, vigorously promote the training of vocational education teachers and implement a strict quality management system of vocational education, so as to provide a strong guarantee for helping the poor in vocational education.
