“一带一路”背景下中国与东盟高等教育合作的策略选择

【摘要】:"一带一路"构想是中国成为第二经济体后提出的致力于区域经济和区域安全建设的重大战略构想。它开启了中国对外开放由"引进来"向"走出去"转变,中国的资本、企业、产品、人员、科技、文化和教育将协同走入"一带一路"沿线,形成跨越欧亚的区域融合体。教育在"一带一路"建设中发挥着基础性和先导性作用。因此,本刊特邀专家从区域合作的视角对本专题进行讨论。李盛兵从整体上分析了中国与"一带一路"国家高等教育合作的情况,并从区域合作视角分析总结了中国与东盟、南亚、阿盟、中东欧各区域不同的合作特点,提出了进一步加强合作的建议。郑圆皓和李金将阿盟22个成员国分为国际化型、传统型、缓慢型、贫困型和战乱型,并据此提出中国与阿盟高等教育合作的相异策略。马早明基于东盟"大国平衡战略"与美国"亚太再平衡战略"提出中国与东盟协调培养业界精英和高职技能人才、研制中国东盟教师教育标准、推动学历学位互认等新策略。李军和田小红建议深化中非大学的伙伴关系,发挥孔子学院作为中非文化交流平台的多元作用,加强承担非洲留学生项目高校的国际化内涵建设。
[Abstract]:The concept of "Belt and Road" is an important strategic idea of regional economy and regional security construction put forward by China after becoming the second economy. It opens China's opening to the outside world from "bringing in" to "going out". China's capital, enterprises, products, personnel, science and technology, culture and education will join forces along the "Belt and Road" to form a regional integration across Europe and Asia. Education plays a fundamental and leading role in the construction of Belt and Road. Therefore, we invite experts to discuss this topic from the perspective of regional cooperation. Li Shengbing has analyzed the situation of higher education cooperation between China and "Belt and Road" countries as a whole, and analyzed and summed up the different cooperation characteristics between China and ASEAN, South Asia, Arab League, Central and Eastern Europe from the perspective of regional cooperation. Suggestions for further strengthening cooperation are put forward. Zheng Yuanhao and Li Jin divided the 22 members of the League into international, traditional, slow, poor and war-torn, and put forward different strategies for higher education cooperation between China and the League. Based on the "Great Power balance Strategy" of ASEAN and the "rebalancing Strategy of Asia-Pacific region" of the United States, Ma Zaoming put forward some new strategies, such as China and ASEAN to coordinate and train elite and skilled personnel in higher vocational education, to develop the education standard of China-ASEAN teachers, and to promote mutual recognition of academic qualifications and degrees. Li Jun and Tian Xiaohong suggest deepening the partnership of the University of China and Africa, giving full play to the multiple role of the Confucius Institute as a platform for cultural exchange between China and Africa, and strengthening the construction of the internationalization connotation of colleges and universities undertaking the African students' Program.
