基于国际工程项目全生命周期的风险管理

【摘要】：随着"一带一路"战略的推进,我国承担的国际工程项目数量大幅增加,加之国际工程项目面临风险的复杂性,风险管理日渐成为保证项目成功的重要因素。为降低风险对国际工程项目的不利影响,提高风险管理工作的有效性,本文根据国际工程项目的特点,从项目全生命周期的角度出发,结合风险管理过程研究了常用风险管理方法及技术的适用阶段,提出运用风险分解结构法辨识国际工程项目中存在的主要风险,并将模糊层次分析法应用到项目的风险分析与评价过程中,构建了基于国际工程项目全生命周期的风险管理动态模型。运用此模型识别出土耳其安伊高速铁路项目全生命周期的主要风险,且利用建立的风险评价指标体系对项目的风险水平做出评价,结果验证了该模型在项目风险管理中的适用性,可为完善我国工程公司境外承担国际工程项目的风险管理体系提供参考。
[Abstract]:With the advancement of the strategy of "one belt and one road", the number of international projects undertaken by our country has increased substantially, and the complexity of international engineering projects is facing risks. Risk management has increasingly become an important factor to ensure the success of projects. From the point of view of the whole life cycle of an international project, this paper studies the application stages of common risk management methods and techniques combined with the process of risk management, and puts forward the method of risk decomposition structure to identify the main risks existing in the international project, and applies the fuzzy analytic hierarchy process to the risk analysis and evaluation of the project. In the process, a dynamic risk management model based on the whole life cycle of an international project is constructed. The model is used to identify the main risks in the whole life cycle of the Anyi high-speed railway project in Turkey, and the risk level of the project is evaluated by the risk evaluation index system. The results verify the model in the project risk management. The applicability of the proposed method can provide reference for improving the risk management system of Chinese engineering companies undertaking international projects overseas.
