越南湄公河三角洲区域可持续发展综合评价与策略研究

【摘要】:工业生产基本上可以看作是一个人为的物质资源转换过程,即将自然资源加工、制造成消费品或者工业成品、半成品的过程,另外也有能源生产过程中的能源开采、开发活动。因此,自然资源的消耗是工业生产过程的必要条件。同时,工业生产活动制造出工业废弃物并对自然环境产生影响,所以环境的变化是工业生产活动不可避免的一种后果。资源的消耗和环境的变化是有极限的,尤其是环境的破坏和污染问题。资源的过度消耗不仅使工业生产不可持续,也削弱了人类赖以生存的基础条件。因此,有必要改变发展模式,重组经济结构,其中注重减少自然资源的消耗,减少温室气体排放,提高社会经济效率和保护环境。这是可持续发展的道路。几十年来在越南工业发展的过程中,尤其是在20多年的改革开放过程,越南取得了可圈可点的结果。特别在湄公河三角洲,作为越南南部的重点经济发展区域,该区域拥有较多的比较优势,如地理位置、气候条件、矿产资源、森林资源、以及高质量和比较充沛的人力资源,因此可发展工业化和现代化导向的多元化经济。虽然湄公河三角洲产业发展迅速,然而已显示许多缺点如资本密集型、产品质量低、自然资源消耗大、环境污染严重,已经接近环境与资源限制界线。此外,城市生活垃圾和污水处理利率仍在低水平徘徊,虽然二氧化碳排放处理是国家的优先事项。因此,面对自然资源与环境受限制条件下的湄公河三角洲区域可持续发展策略的研究和制定是十分迫切的事情。从所述的实际情况,笔者选择了“越南湄公河三角洲区域可持续发展综合评价与策略研究”作为博士论文研究内容和题目。基于可持续发展的理论研究和评价和分析的方法,本文进行了湄公河三角洲区域的分析和评价。从湄公河三角洲经济现状和存在问题,使用层次模型、主成分分析、TOPSIS方法和权重信息完全未知和通过湄公河三角洲“经济—社会—环境”评价指标体系的建立进行湄公河三角洲区域发展状态的分析与评价。学习来自发展中国家的工业发展的经验,使用SWOT方法进行可行性和发展趋势等分析,建立湄公河三角洲区域可持续发展总体目标框架,提出湄公河三角洲区域可持续发展的策略和主要措施。论文取得了以下主要结果:湄公河三角洲区域发展存在许多需要继续解决的缺点;经济结构不合理,经济发展不稳定和存在地区差异问题,发展一般集中在自然资源丰富的地区;湄公河三角洲正处于工业化时期,节约能源、减少废弃物排放、改善和完善经济结构等内容是在湄公河三角洲未来发展的方向。建立了湄公河三角洲区域可持续发展策略,以作为政府做出宏观经济的决策的科学依据,为科学家提供湄公河三角洲社会经济发展的重要数据,特别是能促进越南工业化和现代化的过程。本文有以下创新点:(i)基于经济发展的内容,基本原则体系,和湄公河三角洲区域发展的现状,本文建立了可持续发展评价指标体系。可持续发展评价指标体系包括三个子系统:经济、环境和社会,总共27个指标。该指标体系是高度适用于湄公河三角洲区域发展综合评价。越南湄公河三角洲工业化的现状未有一个可持续的经济发展评价指标体系。因此,该评价指标体系是十分迫切的事情。(ii)本文提供了一个有趣的案例,应用定制可持续发展评价指标体系,通过使用定量方法,主成分分析方法,和组合确定权重方法基于最大化的多标准决策偏差等对越南湄公河三角洲区域发展的现状进行分析。(iii)越南湄公河三角洲政府可持续发展的策略并不完美。本文提出可持续发展的主要措施和策略是研究成果对越南湄公河三角洲区域具有创新性和重要意义。
