【摘要】:功能完善的农地市场在调节土地资源配置,提高土地利用效率和社会福利水平等方面具有积极意义,但受制于城乡二元土地制度与产权关系模糊性,实现农地城市流转和非农化的市场调节任重而道远。为更好地发挥市场配置土地资源的作用,就有必要对农地非农化与土地市场化间的逻辑关系和影响作用展开研究。论文基于近年来我国城镇化加速推进的背景,在城镇化对于农地非农化强烈需求的形势下,从农地非农化与土地市场化的关系入手,探索两者间的作用机制,着重分析土地市场化对于农地非农化的影响途径,为农地非农化的市场调控方式提供了思路和依据。本文首先构建了农地非农化行为和农地非农化市场调控的经济学理论模型,认为农地非农化进程中的市场调节一方面体现在土地出让价格和利益分配,另一方面是对于土地交易的数量调控。以理论模型为基础,结合农地非农化与土地市场化的政策演变与改革进程,我国农地非农化进程体现了强制性制度变迁与诱导性制度变迁的结合,并带有市场逻辑。这种市场逻辑从政策突破、基层实践、利益主体博弈行为以及土地隐形市场发育等方面均得到体现。为证实农地非农化和土地市场化间的关系,通过国有土地出让的招拍挂比重加权测度了土地市场化水平,采用向量自回归(VAR)模型对于全国层面的关系进行分析,得出两者间关系以土地市场化对于农地非农化水平的作用为主,并且存在时滞作用。进一步结合城镇化和农地非农化进程,通过面板数据的双向固定效应模型与脉冲分析,得出对于拉动扩张型(PE)、稳定扩张型(SE)和后发扩张型(LE)三类地区,土地市场化对于农地非农化的长期影响表现为降低或者制约作用。为深入发掘土地市场化对于农地非农化的影响,引入收敛性分析方法,得出农地非农化在全国和分地区层面均存在条件收敛,并且土地市场化水平加速了非农化的收敛趋势。采用门槛效应模型,考察土地市场化在不同出让价格变化区间的影响程度。结果表明全国和三类地区都存在三个门槛值,土地市场化对于农地非农化的影响是分不同价格区间变化的。但无论是全国还是地区内部,在城镇化进程中随着市场出让价格的提高,土地市场的逐步健全和完善,都产生了对于农地非农化水平的抑制作用。但由于不同地区的价格区间并不相同,会出现“高价位陷阱”的现象,即在市场化相对完善的地区,处于门槛值以下存在较高的价格区间,在该出让价格区间下土地市场化对于农地非农化产生促进作用,甚至导致农地的过度非农化,这是土地市场化水平较高地区在城镇化进程中应避免的。以天津市作为案例,通过分析农地非农化和出让价格的时间序列和脉冲关系,证实了全国层面门槛效应模型的正确性,进一步验证了“高价位陷阱”的观点。未来土地制度改革方向应尽可能弥补目前土地市场机制的缺失,在农地非农化进程中通过探索农地入市、产权抵押、提高补偿等方式发挥市场作用,在资源配置真实价格的指导下,有效控制和约束农地非农化水平,使其回归至合理区间,不断优化土地制度绩效和释放制度潜力。本文研究结论为农地制度设计提供了有启示意义的参考,并从农地非农化控制与土地市场化体系构建两方面提出政策建议,有助于创新政府主导下的土地市场化改革思路。

The future direction of land reform should be possible to make up for the current lack of land market mechanism, through the exploration of agricultural land market in the process of farmland conversion, property mortgage, improve the compensation way to play the role of the market in guiding the real price of the allocation of resources, effective control and constraint of farmland conversion level, the return to a reasonable interval, constantly optimize the land system performance and release potential of the system. In this paper, the results of this study provide a meaningful reference for the design and construction of the farmland system, from land conversion and land market control system is put forward policy suggestions in two aspects, the idea of reform of the land market contributes to the innovation under the guidance of the government.
