【摘要】：企业廉洁文化是社会主义先进文化的重要组成部分,企业廉洁文化建设是构建惩治和预防腐败体系的重要内容,通过加强企业文化建设,把廉洁文化所蕴含的诚信守法、廉洁敬业等思想道德理念与企业发展战略、生产经营和日常管理有机结合起来,有利于将廉洁从业的思想理念内化为企业职工的日常行为习惯和行为方式,营造崇廉、倡廉、践廉的廉洁氛围,构建和谐稳定的企业发展环境。近年来,石油行业反腐倡廉的形势依然严峻,腐败现象时有发生。作为国有企业,大力推进以廉洁从业价值观为核心的廉洁文化建设,认真贯彻落实中央的各项决策部署,认真研究加强廉政建设的措施,狠抓党风廉政机制建设,对于提升党员干部和职工群众的思想境界、文化素养和道德情操,进一步促进石油企业党风建设和反腐倡廉工作,构建和谐稳定的石油企业发展环境具有十分重要的意义。本文从以下几个方面对石油企业廉洁文化建设展开论述和研究。首先,在分析国内外廉洁文化建设现状的基础上,论述了廉洁文化的涵义、结构、特征及功能；其次,深入分析了石油企业廉洁文化建设的成果及存在的问题；接着,对石油企业发生的部分腐败案例进行深入分析和研究,总结经验、教训与启示；最后,结合石油企业实际情况与腐败案件的经验教训,在明确石油企业加强廉洁文化建设的意义、基本原则的基础上,提出石油企业加强廉洁文化建设的路径,并详细阐述了加强石油企业廉洁文化建设的具体对策：在理念层培育“诚信守法、廉洁敬业”的廉洁文化理念,在制度层建立系统的监督约束机制与惩防腐败体系,在行为层树立有影响力的廉洁典型模范,践行廉洁理念,在物质层加大反腐倡廉人才资金投入,展现物态廉洁文化。
[Abstract]:The enterprise clean culture is an important part of the socialist advanced culture, and the construction of the enterprise clean culture is the important content of the system of punishing and preventing corruption. By strengthening the enterprise culture construction, we can abide by the honesty and credit contained in the clean culture.The combination of ideological and moral concepts such as honesty and professionalism with enterprise development strategy, production and management and daily management is conducive to internalizing the idea of clean employment as the daily behavior habits and behavior patterns of enterprise workers and staff, and creating a clean and honest way of promoting honesty.Clean and clean atmosphere, build a harmonious and stable enterprise development environment.In recent years, the oil industry anti-corruption situation is still grim, corruption has occurred from time to time.As state-owned enterprises, we should vigorously promote the building of a clean culture with the core values of honest practice, conscientiously implement the central authorities' various decision-making plans, conscientiously study measures to strengthen the building of a clean and honest government, and pay close attention to the building of a clean and honest party style and a clean government mechanism.It is of great significance to promote the ideological state, cultural accomplishment and moral sentiment of the Party members, cadres and workers, to further promote the construction of the Party style of the petroleum enterprises and the work of combating corruption and advocating a clean government, and to build a harmonious and stable environment for the development of oil enterprises.This paper discusses and studies the construction of clean culture in petroleum enterprises from the following aspects.First of all, on the basis of analyzing the current situation of clean culture construction at home and abroad, this paper discusses the meaning, structure, characteristics and functions of clean culture; secondly, it deeply analyzes the achievements and existing problems of clean culture construction in petroleum enterprises.To analyze and study some cases of corruption in petroleum enterprises, sum up experiences, lessons and revelations; finally, combine the actual situation of oil enterprises with the lessons of corruption cases,On the basis of defining the significance and basic principles of strengthening the construction of clean culture in petroleum enterprises, the paper puts forward the path of strengthening the construction of clean culture in petroleum enterprises.The concrete countermeasures of strengthening the construction of clean culture in petroleum enterprises are expounded in detail: cultivating the concept of "honesty and abiding by the law, honesty and devotion to work" in the concept level, establishing a systematic supervision and restraint mechanism and punishing and preventing corruption system in the system level.In the behavior level sets up the influence clean model, practices the clean idea, in the material level increases the anti-corruption talented person capital investment, displays the material state clean culture.
