宁波口岸入境食品检验检疫的现状与改进路径研究

【摘要】：在全国食品安全大危机的背景下,进口食品日益受到国内消费者的欢迎。但进口食品实际却不如大家想的那么安全,也存在不少问题。检验检疫机构作为国门卫士,如何把好这个关,将不符合人民健康要求的国外食品拒于国境之外,这个任务至关重要。本文以宁波口岸入境食品检验检疫工作为研究对象,结合食品检验历史发展,将现阶段存在的检验标准的滞后性、处罚力度的软弱性、具体措施的狭窄性、公众信息的公开度较低等问题进行分析;对美日欧盟这些食品监管先进国家和地区的各项政策进行分析,如美国的预申报系统与入境要求、先进的进口食品检测手段和高度的食品安全标准；日本颁布的各种法律保障顺利实施,加强与输日食品生产国的沟通,强化责任、严惩违规、公开信息等举措；欧盟建立质量安全追溯监管体系、及时更新进口许可及监管措施等。同时参考上海出入境检验检疫局和浙江出入境检验检疫局的做法。通过分析学习这些国内外的先进食品监管经验,探讨在当前形势下,宁波口岸入境食品检验检疫的发展方向以及改进的路径。提出通过完善食品风险防控措施来强化检测标准及手段,完善产品预检验制度来加强食品的源头管理,完善进口食品追溯监管体系来提高进口食品的信息公开度。并将这些建议具体化,提出应用于实际的各项举措。通过这些具体措施来改进现有的食品检验检疫,有效提高检验检疫的手段和力度,对于把好国门安全、保护人民健康、促进经济发展,具有一定的指导应用意义。
[Abstract]:In the context of the national food safety crisis, imported food is increasingly welcomed by domestic consumers. But imported food is actually not as safe as everyone thought, there are many problems. As a guardian of the country, it is very important for the inspection and quarantine organization to keep the foreign food which does not meet the people's health requirements from the border. This paper takes the entry food inspection and quarantine work at Ningbo port as the research object, combines the development of food inspection history, and puts forward the lagging nature of the inspection standard, the weakness of punishment intensity, the narrow nature of concrete measures, which exist at the present stage. Analysis of issues such as low public information disclosure; analysis of the policies of advanced food regulatory countries and regions such as the United States, Japan and the European Union, such as the pre-declaration system and entry requirements of the United States, Advanced food inspection methods and high food safety standards; the smooth implementation of various laws promulgated by Japan; the strengthening of communication with food-exporting countries; the strengthening of responsibilities; the severe punishment of violations; and the publication of information; EU established quality and safety traceability regulatory system, timely updating of import licensing and regulatory measures. At the same time refer to the practices of Shanghai Entry-Exit Inspection and Quarantine Bureau and Zhejiang Entry-Exit Inspection and Quarantine Bureau. Through the analysis and study of these advanced food supervision experiences at home and abroad, this paper discusses the development direction and improvement path of entry food inspection and quarantine in Ningbo port under the current situation. It is proposed that the measures of food risk prevention and control should be adopted to strengthen the inspection standard and means, to improve the system of product pre-inspection to strengthen the source management of food, and to improve the system of traceability of imported food to improve the openness of imported food information. These suggestions are concretized and applied to practical measures. Through these concrete measures to improve the existing food inspection and quarantine, effectively improve the means and intensity of inspection and quarantine, for the safety of the country, protect the health of the people, promote economic development, has a certain guiding application significance.
