【摘要】：拥有8779.3万名党员和388万个支部的中国共产党,面对改革开放和社会主义市场经济带来的考验与风险,在党员数量与结构呈现新态势情形下,管党治党的任务依然艰巨,加强党员队伍纯洁性建设显得更加紧迫与重要。为此,需要总结新民主主义革命时期历史经验教训,以史为鉴,以期更好地推进党员队伍纯洁性建设。党员队伍纯洁性建设是马克思主义政党理论的必然要求。马克思和恩格斯关于无产阶级政党的阶级性、先进性和组织性的论述构建了党员队伍纯洁性建设的理论框架。列宁在革命与执政的境遇中,从建党原则、党员发展、理论教育、党内团结等探索全面严格治党的路径,推动了党员队伍纯洁性建设的理论阐释。以毛泽东为首的中国共产党人,从政党性质、党员标准和支部建设等方面进一步发展了党员队伍纯洁性建设理论。加强党员队伍纯洁性建设必须正视政治生态环境和加强政党内生态审视。在新民主主义革命时期,党一方面重视对时局的分析,通过把握政治生态环境的变量因素,调整党员队伍纯洁性建设的方针。另一方面,注重对党自身发展情况的审视,关注党员队伍规模、政党构成等问题。基于对政治生态环境的分析和相应地组织治理,形成了各个时期党员队伍纯洁性建设的实践特性。加强党员队伍纯洁性建设需要加强关口建设。从组织管理学的视角来看,党从党员发展、管理、教育和退出等方面进行了探索。在党员发展方面,既从规制方面来确保入口纯洁,又从程序方面实现入口纯洁；在党员管理方面,通过对党员的日常管理和调整组织结构以及优化运行机制来实现管理纯洁,进而实现党员队伍纯洁；在党员教育方面,形成了涵盖理论教育、忠诚教育、宗旨教育、纪律教育在内的党员教育体系,不断提升党员纯洁品质；在党员退出方面,一方面,从党章入手,建立党员退出规制。另一方面,从自请出党到公开处理,再到集中清理,不断探索党员退出的实践路径。党员队伍纯洁性建设奠定了党的发展之基,也留下了宝贵的经验教训。主要历史经验：做到了理论传承与理论创新同步、生态分析与政党治理互动、个体纯洁与组织纯洁共抓、注重发展与强化治理并重和惩前毖后与治病救人并举。主要教训：必须保持政党独立性并自主地探索党员队伍建设、必须加强以支部为基础的常态化治理和严防党员队伍治理中“左”和右的错误倾向。总之,加强党员队伍纯洁性建设既是历史之鉴,也是时代之需。长期执政的中国共产党难免面临着精神懈怠、能力不足、脱离群众与消极腐败的危险,加之经济体制转轨、政治体制改革不断推进和社会主义市场经济体制还在完善之中,党员队伍纯洁性建设面临全新的境遇。因而,党应该继续以纯洁性建设为主线,积极营造良好的政治生态,在新常态中坚持从严治党,通过加强组织管理和关口治理来实现党员队伍的动态纯洁。
