《墨尔本宣言》以后澳大利亚公民学与公民资格教育研究

【摘要】:公民学与公民资格教育是澳大利亚教育体系的一个重要组成部分,澳大利亚由于历史原因,对实施本国的公民学与公民资格教育一向很重视,取得独立地位后,立即在澳大利亚联邦范围内实施了公民学与公民资格教育。澳大利亚公民学与公民资格教育不单单只是一门课,而是多种学科的结合体。同时,澳大利亚公民学与公民资格教育从每个学生受教育开始,到最后从学校毕业,走入社会,都在接受和公民有关的教育,目的在于让每个学生都能成为合格的公民。近年来,尤其是2008年以后,澳大利亚公民学与公民资格教育取得了长足的发展与进步,这与《墨尔本宣言》所起到的作用是密切相关的。在《墨尔本宣言》的规范和指导下,澳大利亚联邦政府制定了崭新的公民学与公民资格教育政策,并在全联邦范围内推行,确保了公民学与公民资格教育顺利实施。目前,我国正处于转型时期,从青少年教育开始,提升国民的综合素质是当今急需解决的重要问题。因此,研究澳大利亚公民学与公民资格教育,对于我国的思想政治教育有一定的借鉴作用。本论文分为七个部分,第一部分为绪论,包括本论文的研究意义、背景和选题来源,在绪论中,还归纳总结了和本论文相关的文献综述,其中主要是澳大利亚学者的研究成果以及和澳大利亚公民学与公民资格教育相关的论述。通过对这些理论综述地介绍,可以对澳大利亚公民学与公民资格教育有一个大致地了解。本论文对国内专家在澳大利亚公民学与公民资格教育方面的理论也有一定的陈述,正是通过对这些理论文献地阐述,为本论文地研究打下了理论基础。本论文的第二部分阐述和界定与《墨尔本宣言》相关的概念和理论依据。《墨尔本宣言》的颁布,是澳大利亚教育史上的一个重要里程碑,它全面阐述了澳大利亚基于未来发展所需要在教育方面做出的改革和努力。在理论阐述部分,着重研究了和共和有关的理论,这也是澳大利亚公民学以及公民资格教育的基石和出发点。论文的第三部分系统探究了澳大利亚公民学与公民资格教育发展的历史过程。澳大利亚虽然开展公民学与公民资格教育的时间比较早,但早期的公民学与公民资格教育并不成功,而且涉及范围也不广。随着《霍巴特宣言》、《阿德莱德宣言》以及《墨尔本宣言》的颁布与实施澳大利亚公民学与公民资格教育才逐步步入正轨,并走上快速发展和成熟的阶段,逐渐成为世界各国公民教育的典范。论文的第四部分主要研究《墨尔本宣言》颁布以后,澳大利亚公民学与公民资格教育的课程标准与教师培训。澳大利亚公民学与公民资格教育在内容上有过重大变化,《墨尔本宣言》颁布以前,公民学与公民资格教育主要是介绍国家的政治结构,而《墨尔本宣言》颁布以后,内容增加了公民责任方面的内容,并使得公民学内容的外延扩大,涵盖了许多学科的内容。此外,还对澳大利亚培训公民学教师的措施进行了探讨。澳大利亚政府培训教师以前只注重学历的提高,《墨尔本宣言》颁布以后,政府和学校更注重教师能力和教学手段的提高,使得公民学与公民资格教育更能吸引学生。在教学资源部分,论文指出澳大利亚进行公民学与公民资格教育的一个特点是注重社会实践,让学生参与到社区以及国家政治生活当中,在实践中体会当一个合格公民的意义。论文的第五部分,是探究《墨尔本宣言》颁布以后,澳大利亚公民学与公民资格教育的学校教学与民主管理。学校是实践《墨尔本宣言》的主要机构和单位,也是关系到公民学教育的成败关键,论文研究了学校实施公民学与公民资格教育的原则以及现在实行的相关教育方法和管理方法。论文的第六部分探究了《墨尔本宣言》颁布以后,澳大利亚公民学与公民资格教育的评价体系。首先研究《墨尔本宣言》颁布以后公民学与公民资格教育评价的内容;其次探讨《墨尔本宣言》颁布以后公民学与公民资格教育评价的标准;再次探究了《墨尔本宣言》颁布以后公民学与公民资格教育评价的结果;最后详细分析讨论了《墨尔本宣言》颁布以后公民学与公民资格教育评价的特点。论文的第七部分研究了澳大利亚公民学与公民资格教育的启示与借鉴。其中,重点探讨了对我国高校思想政治教育中教育理念、教育目标、教育内容、教育资源以及教学方法等方面的启示与补充。
