【摘要】：中国共产党领袖权威是一种客观政治文化现象,它推动着历史与人类社会的进步,是进步形态的权威,更是马克思主义政党的精神具象。中国共产党领袖权威反映出社会主义制度的优势,更体现出中国社会的健全、进步、稳定。这种健全、进步、稳定既需要确保全党、全国人民集中、团结、统一,又需要保障全党、全社会中的组织、群体、个人的积极性。而中国共产党的领袖权威能实现最为深度的社会、政党双向整合、双向激励、双向凝聚,体现出先进性。纵览中国共产党的历史以及当代中国的政治发展历程,无论是革命、建设还是改革,领袖及其权威的作用不言而喻。维护中国共产党领袖权威就是“政治意识、大局意识、核心意识、看齐意识”的具体体现。领袖权威作用于政党维度,能实现政党的引领;作用于国家维度,能实现执政能力的提升;作用于社会维度,能实现社会的整合。本文运用辩证唯物主义与历史唯物主义研究法、新制度主义与结构功能研究法、定量与定性研究法,政治学研究法、心理学研究法、管理学研究法、案例研究法、实证研究法、比较研究法、文献研究法,并从政治生态、政治心理的视角出发,考察中国共产党领袖权威。系统维度,本文梳理了政治学理论中关于权威的基本内容,优化了马克思·韦伯的权威三分法与丹尼斯·朗的权威五分法,将新制度主义融入权威理论体系的构建之中,同时将个体与群体的心理特征与中国特殊的历史文化相融合。运用政党政治的分析框架,对政党、领袖、权威进行二元理论连接,构建了基于领袖、政党、国家、社会的权威四维分析结构。发生维度,本文构建了中国共产党领袖权威的生成机制,运用新制度主义与结构功能主义的分析方法,将生成机制构建为领袖内生权威与领袖外生权威。内生权威通过领袖职务、领袖思想及领袖素养所体现。外生权威通过历史的需要、政党的凝聚以及社会的认同所体现。权变维度,本文阐述了中国共产党领袖权威的生成、发展与巩固中的影响因素,它由内生变量与外生变量构成。其中内生变量是内生权威的深层次问题,反映在党内民主的耦合、纵横分权的架构、政党精英的兴替三个方面;外生变量是外生权威的深层次问题,反映在政治作风、政治作为、政治认同三个方面。由此,本文从系统论、发生论、权变论三个维度构建了中国共产党领袖权威的理论模型,并通过研究模型考察了中国共产党领袖权威的历史与现实,探究了并反证了中国共产党领袖权威的生成机制与影响变量,解析了中国共产党领袖权威生成、发展与巩固的路径,基本上构建了中国共产党领袖权威的整体理论。中国共产党作为马克思主义政党,它经历了革命、建设与改革。领袖的实践及其权威生成、发展与巩固也走过了革命、建设和改革的历史进程,形成了革命孕育领袖、领袖生成权威、权威趋向魅力、魅力衍生法理、法理支配魅力、制度形塑法理、权威嵌入制度并不断完善的探索历程。中国共产党的领袖权威,有其自身的特殊性——植根于中国大地、具有中国特色,这种精神丰碑所产生的政治效应时刻影响与激励着后人。在新的历史起点上,中国共产党不但要注意历史与文化的优势与痼疾,还要正视领袖权威生成、发展与巩固中所面临的新挑战与新要求。在全面深化改革的进程中,面对政党现代化、文化多元化、第三波民主浪潮的深入、第四次工业革命的到来等挑战,中国共产党的领袖应秉持革新与更新的精神,将时代的要求与人民的期盼融入领袖权威中。从学理和思辨的角度,依据中国共产党领袖权威的影响变量,它的生成、发展与巩固的路径应将制度贯穿其中,同时从三个向度予以加强。政党向度,应加强领袖集团的政治统领,从能力素质、作风形象、精英选拔等方式加强领袖集团的自身建设;应从思想、组织、纪律、政治、形象等方面加强领袖集团的政党整合。国家向度,应改善科学、依法、民主的施政方式以及与之相应的施政内容来完善领袖集团的施政实践。社会向度,应构建人本架构与合法架构的权威认同体系,优化社会政治生态。
