【摘要】:文化交流自古有之,且随着社会的发展而日趋活跃。当今世界国家间的综合国力竞争愈加激烈,特别是2008年金融危机以来经济增长放缓,贸易保护主义和民族主义抬头,个别地区文明冲突愈演愈烈,全球化遭到前所未有的挑战,为国家间的竞争与合作增添了很多变数。中国是全球化的受益者,也是全球化的维护者,在中国国际地位逐步提高的背景下,国际规则需要更加公正,人类文化多样性需要维护。大力推动中华文化走出去,有利于提升中华文化的吸引力和中国的国际话语权。本研究从文化的概念入手,对对外文化交流的概念、类型和特征进行阐述,提出了开展对外文化交流有助于外国政府和民众更全面地了解崛起的中国,分析了开展改革开放以来的经济社会发展为开展对外文化交流奠定的物质、资源、人员基础,进一步梳理当前中国对外文化交流的管理体制和改革开放以来国家实现对外交流工作的全覆盖、实施重大交流项目、打造中国文化交流品牌等方面的实践。在介绍山东文化情况的基础上,总结近年来山东在围绕国家对外工作大局、深入挖掘齐鲁文化资源打造交流品牌、引进高水平交流项目、发展对外文化贸易等方面的做法以及取得的成绩,指出了当前山东省对外文化交流中存在交流总量少,发展不平衡,交流深度不足,效果不显著等问题,并从体制机制等方面探讨造成上述问题的若干原因.·政府层面的理论研究和重视程度不够,资金支持和组织机构、人才资源等政策支撑缺乏,民间和企业等非官方机构的作用未充分发挥,工作合力和资源的共享机制尚未完全形成。在综合比较美国、韩国、澳大利亚三个国家开展对外文化交流成功案例的基础上,就进一步做好山东对外文化交流工作提出对策和建议:坚定文化自信,树立大文化和创新交流理念;多措并举提升对外文化交流质量,包括打造山东品牌、培育多元主体、拓宽交流渠道等以及提升保障服务能力等。本研究的创新点:一是聚焦到一个省的对外文化交流,避免了大而化之的情况,提出的建议对策更具针对性和可操作性;二是主张在坚持政府主导对外文化交流的同时,注重发挥社会团体、企业、个人等多元主体的作用,构建大文化交流格局。
[Abstract]:Cultural exchanges have since ancient times, and with the development of society has become increasingly active. The comprehensive national strength between countries in today's world of increasingly fierce competition, especially since the 2008 financial crisis, the slowdown in economic growth, trade protectionism and nationalism, individual areas of civilization conflict intensified, globalization has been hitherto unknown challenge, add a lot of variables the competition and cooperation between countries. China is a beneficiary of globalisation, maintenance is globalization, gradually increase in China international status under the background of international rules need to be more fair, human cultural diversity needs to be maintained. Vigorously promote Chinese culture to go out, is conducive to enhance the international discourse of Chinese culture. The attraction and China the research starts from the concept of the culture, the concept of foreign cultural exchanges, types and characteristics were discussed, put forward to carry out foreign cultural exchange contributes to the outside Government and citizens have a more comprehensive understanding of the rise of China, has analyzed the development since the reform and opening up economic and social development in order to lay the material to carry out cultural exchanges, resources, personnel, further combing management system and the current reform and opening up Chinese foreign cultural exchanges with countries to achieve full coverage of foreign exchange, the implementation of major projects Chinese, build the practice of cultural exchanges and other aspects of the brand. Based on the introduction of the Shandong cultural situation, summed up in recent years in Shandong focus on the overall situation of the National Foreign Affairs, dig Qilu cultural resources to build brand communication, the introduction of high-level exchanges, the development of foreign trade and cultural practices and achievements, pointed out that the current Shandong province foreign cultural exchange in exchange of less total, unbalanced development, communication problems deep enough, the effect is not significant, and from the institutional mechanisms Discussion on several aspects of the causes of the above problems. Theoretical research and the importance of the government level is not enough, financial support and organization, human resources, lack of policy support, not fully private enterprises and other non official organizations, work force and resources sharing mechanism has not yet fully formed. In comparison with the United States, South Korea, Australia based in three countries to carry out cultural exchanges of the successful cases, further puts forward the countermeasures and suggestions of Shandong international cultural exchange: strengthen cultural self-confidence, establish cultural and innovative ideas; take measures to enhance the quality of foreign cultural exchanges, including the Shandong to build brand, cultivating multi subject, broaden the channels of communication and promotion security service ability. The innovation of this study: one is to focus on foreign cultural exchanges a province, to avoid the large and the situation. The proposed countermeasures are more targeted and operable. Two, we advocate adhering to the government's leading role in foreign cultural exchanges, while giving full play to the role of social organizations, enterprises and individuals, so as to build a pattern of great cultural exchanges.
