【摘要】:乡镇行政领导作为我国公务员队伍中身处最基层的特殊群体,是乡镇政府的行政首长,是乡镇政府行政事务的直接领导者和广大农民群众的直接服务者。乡镇行政领导队伍直接面对广大农村基层群众,是党和国家联系农民群众的纽带,国家的大政方针政策都需要乡镇行政领导具体执行、落实,乡镇社会的公共事务需要其来决策实施,人民群众的需要和呼声都需要通过乡镇行政领导向上级政府传达。乡镇行政领导伦理水平的高低直接影响到其自身行政领导效能和乡镇政府职能的发挥,直接关系着人民群众对政府认同以及政府在群众心中的地位和形象。目前在我国政治经济全面转型时期,在日益复杂的行政环境和诸多诱惑下,乡镇行政领导面临着诸多伦理困境和道德冲突,部分乡镇行政领导出现了一系列的伦理失范问题。尤其在当前全面建成小康社会的历史使命下,加强乡镇行政领导的伦理建设,建成一支真心为群众服务谋利的高水平乡镇行政领导队伍十分必要。本文以乡镇行政领导这一特定群体为研究对象,以伦理学为基础,从伦理学、社会学和公共管理学的交叉视角,探析乡镇行政领导伦理的内涵,明确乡镇行政领导应该遵守的伦理准则与道德规范,探讨乡镇行政领导在乡镇公共行政实践活动过程中所面临的伦理困境和道德冲突,分析乡镇行政领导当前所存在的伦理问题与原因,并提出相应的乡镇行政领导伦理建设途径,力求在一定程度上补充与丰富我国关于乡镇行政领导伦理研究方面的相关理论,旨在推动伦理学研究与乡镇公共行政实践进一步相结合,为乡镇行政领导正确认识、处理自身伦理道德困境,更好地把握自己所履行的职责、提高工作效能,更好地开展乡镇政府工作提供理论支撑和一些建设性的建议。本文共分为四个部分,主要内容观点如下:第一部分,首先对乡镇行政领导伦理的相关理论进行了阐释。在揭示了乡镇行政领导特殊性的基础上,对乡镇行政领导伦理的内涵进行了详细阐述。本文所研究的主体乡镇行政领导主要是指在乡镇政府中担任行政首长的乡镇长。乡镇行政领导伦理是指乡镇行政领导在乡镇公共行政实践活动过程中的角色定位、伦理期待、所应遵守的伦理准则与道德行为规范。同时强调了乡镇行政领导伦理建设是我国提高乡镇行政领导素质、提升乡镇行政领导效能、加快乡村城镇化建设、全面建成小康社会的需要。第二部分,阐释了乡镇行政领导伦理建设的理论依据。权变理论、人性理论、社会角色理论和管理伦理理论是研究乡镇行政领导伦理建设的主要理论依据。分别说明了乡镇行政领导的行政理念和行政行为方式必须随着环境的变化而变化,权衡选择领导方式,求适不能守一;要明确自身角色定位,扮演好自己的社会角色,承担相应角色的责任和道德义务,处理好自身与各种社会角色之间的冲突,做到尽职尽责;在满足自身生存发展的物质需求外,还要加强自身角色道德修养,提高自身行政能力,公正廉洁、勤政爱民;要坚持人本主义、义利并举和社会责任的统一,注重事实规范的同时更注重对价值的追求。第三部分,着重阐释了乡镇行政领导伦理建设所面临的问题及成因。重点描述了乡镇行政领导角色扮演所处不同情境下,在角色权力、角色丛内部、角色利益、政策执行和政策制定等方面面临的角色伦理困境和道德冲突,并从上述冲突入手探讨了乡镇行政领导在日常行政工作中存在的公权私用、行政价值观念错位、享乐主义思想严重、贪污腐败、官本位等伦理失范的表现形式。进而从乡镇行政领导角色伦理水平、乡镇行政体制及其制度和乡镇行政领导环境三方面分析了乡镇行政领导出现伦理失范问题的原因。第四部分,针对乡镇行政领导当前所面临的伦理困境和道德冲突,提出了乡镇行政领导伦理的建设途径。首先,从强化乡镇行政领导的角色伦理培养入手,强化乡镇行政领导的权责意识、提高乡镇行政领导的角色扮演能力、加强乡镇行政领导的道德自律、进行乡镇行政领导伦理培训。其次,完善乡镇行政领导的伦理调控机制。从坚持以“为人民服务”为核心的为官原则和以“诚实守信”为核心的做人原则入手,完善乡镇行政领导道德行为规范,推进乡镇行政领导伦理制度化建设;再次,明确乡镇行政领导职责范围、建立农民群众监督机制、健全乡镇行政领导的问责制度、完善乡镇行政领导的伦理评价和监督机制。最后,创造良好的镇行政伦理环境。以创造良好的乡镇行政伦理文化为基础,营造良好的乡镇行政伦理氛围,营建良好的乡镇行政伦理的社会环境。
