新常态下的滨城区文化产业发展研究

【摘要】：我国经济运行逐渐步入新常态,经济结构中的第三产业、消费需求逐步成为决定经济发展的决定性因素,成为经济发展动力中新的增长点。十几年来,滨城区的文化产业发展不断大踏步前进,但文化人才匮乏、粗放式发展、文化资源配置不平衡等问题不容忽视。从发展的态势来看,滨城区文化产业增速有放缓的迹象,发展的质量有待提高。文章在界定文化产业、产业经济、文化产业分类等相关概念的前提下,以马克思的精神生产理论、马斯洛的需要层次理论等为理论基础,首先阐述了发展文化产业对于滨城区经济发展的重要作用;其次阐述了滨城区文化产业发展的现状,客观分析了发展取得的成绩和存在的问题,进而从发展速度、发展思路等方面进行了评价;在此基础上,分析滨城区文化产业问题的成因;最后,以政府作为最重要的主体,从政府战略、保障政策两方面来论述促进文化产业发展的对策,同时强调社会力量、企业要与政府相协调,促进滨城区文化产业的进一步发展。
[Abstract]:China's economic operation has gradually entered the new normal, the tertiary industry in the economic structure, consumer demand has gradually become the decisive factor to determine economic development, and has become a new growth point in the economic development power for more than ten years. The development of cultural industry in Bincheng district is advancing with great strides, but the lack of cultural talents, extensive development and unbalanced allocation of cultural resources should not be ignored. Bincheng cultural industry growth rate is slowing down, the quality of development needs to be improved. This article defines the cultural industry, industrial economy, cultural industry classification and other related concepts, with Marx's spiritual production theory. Maslow's theory of hierarchy of needs is the theoretical basis. Firstly, it expounds the important role of the development of cultural industry in the economic development of Bincheng area. Secondly, the paper expounds the present situation of the development of the cultural industry in Bincheng District, analyzes objectively the achievements and problems in the development, and then evaluates the development speed, the development ideas and so on. On this basis, the causes of the cultural industry problems in Bincheng District are analyzed. Finally, take the government as the most important main body, from the government strategy, the safeguard policy two aspects to discuss the promotion cultural industry development countermeasure, at the same time emphasizes the social strength, the enterprise should coordinate with the government. To promote the further development of the cultural industry in Bincheng District.
