耒阳市林业产业结构优化研究

【摘要】：耒阳市是一座煤炭资源型枯竭型城市,面临着社会经济发展方式转型和生态环境改善的现状,2016年耒阳市“十三五”规划内容明确了把林业产业作为未来发展的重点之一。因此,在当前的现实背景和历史契机下,耒阳市林业产业结构的优化有助于当地社会经济的发展及生态环境的改善。本文以林业产值为衡量标准,采用定性与定量相结合的方法对耒阳林业产业结构进行研究,研究成果将为耒阳林业产业结构的优化提供科学的依据。本研究以灰色系统理论为基础,研究了耒阳市林业三次产业同林业产业整体之间、及三次产业内部各分行业之间的灰色关联度,并以此分析林业三次产业对林业产业整体的关联度,及内部各分行业对其所属产业的关联度,从而分析耒阳市林业产业整体与各次产业内部关联度。在此分析的基础上,采用GM(1,1)预测模型对耒阳市林业产业结构进行了预测,最后再对耒阳市林业产业结构优化的不利因素和有利因素的分析下,总结出耒阳市林业产业产业整体及三次产业的产业结构优化的对策。经过研究得到以下结论:(1)林业产业结构的优化是耒阳市林业产业未来发展的关键所在,林业产业结构将耒阳市林业产业结构将由“二一三”的格局向“二三一”的方向转变。(2)林业第一产业作为林业产业发展的基础,需要转变发展方式,在提升整体森林质量的同时发挥其社会经济和生态价值。(3)当前林业第二产业已成为耒阳市林业产业增长的主要动力,应持续加大发展力度,深化结构调整。(4)林业第三产业发展潜力巨大,必须深入挖掘发展空间,尽快将其培育成为耒阳市林业产业未来发展的新增长点。
[Abstract]:Leiyang city is a coal resource exhausted city, facing the current situation of social transformation of economic development and the improvement of the ecological environment in Leiyang city in 2016, "13th Five-Year" planning content defined the forestry industry as one of the focus of future development. Therefore, under the current realistic background and the historical opportunity, the optimization of the forestry industrial structure in Leiyang is helpful to the development of the local social economy and the improvement of the ecological environment. Based on forestry output value as a measurement standard, qualitative and quantitative methods are applied to study the forestry industrial structure in Leiyang. The research results will provide a scientific basis for the optimization of forestry industrial structure in Leiyang. This research is based on the theory of grey system, the grey correlation degree between the study of forestry in Leiyang city between three industries, with forestry industry overall and the three industry sub sectors, and to analyze the correlation of forestry three industry of forestry industry, correlation and internal branches of the industrial sector thus, the analysis of Leiyang city forestry industry and the whole industry internal correlation degree. On the basis of this analysis, using GM (1,1) model to predict the forestry industrial structure in Leiyang City, then analysis the adverse factors of forestry industrial structure optimization of Leiyang city and the favorable factors, summed up the forestry industry in Leiyang city and three industry industrial structure optimization countermeasures. The following conclusions are drawn through research: (1) the optimization of forestry industrial structure is the key to the future development of forestry industry in Leiyang. The forestry industry structure will transform Leiyang's forestry industrial structure from "213" to "231". (2) as the foundation of forestry industry development, forestry primary industry needs to transform its development mode and enhance its overall social forest and its social and economic value. (3) the current forestry second industry has become the main motive force of the growth of forestry industry in Leiyang. It should continue to increase the development and deepen the structural adjustment. (4) the development potential of the third forestry industry is huge. It is necessary to dig into the development space and make it a new growth point for the future development of the forestry industry in Leiyang as soon as possible.
