海南省海洋渔业经济增长方式实证研究

【摘要】：海洋渔业是我国沿海海洋经济发展的重要产业之一。海洋渔业(捕捞与养殖渔业)作为现代海洋经济的重要产业,对促进渔村渔区经济社会发展、保障我国水产品供给为消费者提供优质蛋白质、增加沿海地区渔民收入、吸纳内陆渔民就业、以及维护我国海洋权益等方面都非常重要。海南省作为沿海省份最南边,拥有海域面积约有200万平方公里,属于热带海洋性气候,温差较小,阳光充沛,降雨量丰富,有利于海洋动(植)物的生长,容易形成渔场的聚集,其拥有发展海洋产业所需要的丰富海洋资源。正如全球面临的问题一样,海南渔业经济的发展面临着许多困难和问题。例如,海洋渔业发展至今,依然处于只是把获取单纯的经济收入作为首选利益的阶段,存在增长方式粗放,经济效率不高、渔业资源与环境过渡利用、海洋渔业基础设施薄弱,渔业安全生产隐患重重等问题。而且海南省因其特殊的地理位置,海洋渔业的发展不能单单局限在经济发展与资源环境可持续利用的层面,海洋渔业的发展政策还应从应对南海争端,从国家海权权益的角度考量。本研究聚焦研究海洋渔业经济,尤其是海洋捕捞渔业与养殖渔业增长模式与发展路径的研究,探讨资源、环境、人力资源、科技与组织制度等经济增长要素对海南省海洋渔业经济增长的实证分析。本文的研究目的是通过研究海南海洋渔业经济增长方式依赖路径,并对其影响因素进行实证分析,结合海南省面临的资源环境、市场环境、制度环境、科技环境以及机遇与挑战,从理论上对实现海南省海洋渔业可持续发展对策进行规范分析。同时本文采用应用计量方法对海南省1998-2015年间的海洋渔业(海水养殖和海洋捕捞)进行了定量分析,结合海南省发展渔业经济的历史过程,从实证上分析了海南省发展海洋渔业经济的发展模式和增长路径。通过应用计量软件eviews8.0,得到了海洋捕捞和海水养殖的柯布道格拉斯生产函数。通过对海南省发展海洋渔业经济的规范分析、实证分析和定量分析,得到了以下研究结果:(1)海南省的海洋捕捞渔业依靠外延式扩大规模明显。因而在现今发展阶段,受到海洋资源的衰退的影响,海洋捕捞行业发展后劲不足,急需转型升级。(2)海南省海洋渔业经济发展仍为粗放式经济增长。海南省的固定资产投入数量少,渔业资本略显不足。(3)海洋渔业劳动力弹性系数呈负数,说明已经处于规模报酬递减阶段,应当减少投入,提高产出。基于以上的研究结果,为海南省海洋渔业经济的理论指导提出了以下建议:(1)由于过度投入使得渔业资源过度利用,海水养殖机会成本过高,因而对海南省的海洋渔业发展提出要合理利用渔业资源,优化与调整产业结构。(2)海南省海洋渔业经济发展的人力资源政策应控制捕捞渔业生产和养殖渔业生产的人力资源规模的投入,加大对渔业人力资本的开发。(3)海洋捕捞渔业,应严格控制海洋捕捞能力的直接资本投资,控制渔船和大型网具的投资,应扩大渔港、流通设施、渔业服务等第三产业以及远洋渔业直接投资。
[Abstract]:Marine fishery is one of the important industries in the development of coastal marine economy in China. As an important industry of modern marine economy, marine fishery (fishing and aquaculture) is an important industry for promoting the economic and social development of fishing village and fishing village, ensuring the supply of aquatic products for consumers with high quality protein, increasing the income of fishermen in the coastal areas, and absorbing the employment of inland fishermen. As the south side of the coastal province, Hainan Province, as the south side of the coastal province, has a sea area of about 2 million square kilometers, belonging to the tropical marine climate, the temperature difference is small, the sunshine is abundant, the rainfall is abundant, it is beneficial to the growth of the marine dynamic (plant), and it is easy to form the gathering of fishing grounds, and it has the development of the marine industry. There are many difficulties and problems in the development of the fisheries economy in Hainan, like the problems facing the world. For example, the development of marine fisheries, for example, is still in the stage of only obtaining simple economic income as the first choice, extensive growth mode, low economic efficiency, and the transition of fishery resources to the environment. The development policy of marine fishery should not only be confined to the level of economic development and the sustainable utilization of resources and environment because of its special geographical location, and the development policy of Marine Fisheries should also deal with the South China Sea dispute, from the angle of national sea rights rights and interests, because of its special geographical position in Hainan province. This study focuses on the study of the marine fisheries economy, especially the growth pattern and development path of marine fishing and aquaculture fisheries, and the empirical analysis of the economic growth factors such as resources, environment, human resources, science and technology and organization system on the economic growth of Marine Fisheries in Hainan province. The purpose of this study is to study Hainan by studying the economic growth of marine fisheries. The economic growth mode of marine fishery depends on the path, and makes an empirical analysis of its influencing factors. According to the resource environment, market environment, system environment, science and technology environment and opportunities and challenges in Hainan Province, the Countermeasures of the sustainable development of Marine Fisheries in Hainan province are theoretically analyzed. At the same time, the application of measurement method is adopted in this paper. The quantitative analysis of Marine Fisheries (marine aquaculture and marine fishing) for 1998-2015 years in Hainan province was carried out. The development model and growth path of the development of the marine fishery economy in Hainan province were analyzed in accordance with the historical process of developing the fishery economy in Hainan province. The marine fishing and marine aquaculture were obtained through the application of the measurement software eviews8.0. The Cobb Douglas production function. Through the normative analysis, empirical analysis and quantitative analysis of the development of the marine fishery economy in Hainan Province, the following results are obtained: (1) the marine fishing fishery in Hainan province depends on the extension of the scale. Therefore, in the present stage of development, the marine fishing industry is affected by the decline of marine resources and the marine fishing industry. The development of Hainan province is still in urgent need of transformation and upgrading. (2) the economic development of marine fisheries is still an extensive economic growth. The investment in fixed assets in Hainan province is small and Fisheries capital is slightly insufficient. (3) the elasticity coefficient of the marine fishery labor force is negative, indicating that it is already in the stage of reducing the scale of remuneration, and should reduce input and increase output. Based on the The results of the study put forward the following suggestions for the theoretical guidance of the marine fishery economy of Hainan Province: (1) due to excessive utilization of fishery resources and high opportunity cost of marine aquaculture, the rational utilization of fishery resources and the adjustment of industrial structure are proposed for the development of Marine Fisheries in Hainan Province. (2) marine fisheries in Hainan province. The human resources policy of economic development should control the investment in the scale of human resources for fishing production and aquaculture production and increase the development of human capital in fisheries. (3) marine fishing fisheries should strictly control the direct capital investment of marine fishing capacity and control the investment of fishing vessels and large net gear, and should expand fishing ports, circulation facilities and fishing suits.
