富顺县土地整治规划研究

【摘要】：土地整治规划是对土地整治工作的统筹安排,对于合理选择土地整治项目,科学指导土地整治活动具有十分重要的意义,更是粮食安全的重要保障。然而,当前国内外关于土地整治规划的专项研究很少,基础理论体系还不健全,因此,县级土地整治规划研究势在必行,意义重大。本文以富顺县土地整治规划为研究对象,对该县土地整治规划进行了分析与评价,以期为县级土地整治规划工作的开展提供有益借鉴。本文以所能增加的耕地数量为基础,从不同整治类型的角度出发,分别对富顺县农用地整治潜力、农村建设用地整治潜力、宜耕后备土地资源开发潜力、工矿废弃土地复垦潜力进行了测算,并根据新增耕地大小对各乡镇整治潜力进行分级。测算结果显示,富顺县农用地面积达71210.53hm2,可补充耕地5425.9hm2,增加耕地面积以代寺镇、骑龙镇、安溪镇为主。农村集体建设用地面积为11566.57hm2,可补充耕地2542.47hm2,同样以代寺镇、骑龙镇、安溪镇为主,均有170hm2以上整治潜力。宜耕后备土地资源开发潜力和工矿废弃土地复垦潜力中,分别可新增耕地122.39hm2和202.33hm2。针对潜力测算和分析结果,结合富顺县土地整治的目标和任务,制定了富顺县土地整治规划方案:以土地整治潜力区为基础,将新增耕地潜力较大、整治意愿较高的地区确定为规划期内进行土地整治的区域,并对土地整治规模、布局和时序进行了安排。结合各乡镇经济发展状况及土地利用结构,将富顺县区域划分以板桥、代寺、飞龙三个镇为重心的三个片区,并确定富顺县土地整治重点区域。在土地整治方案评价中,不但选取了效益指标,将方案实施的条件也纳入了评价指标体系中。根据提高土地生产功能、承载功能、生态景观功能、经济可行性、生态资源保障性、实施可行性六个方面选取了粮食增产量、建设用地盘活量、新增耕地率、单位面积投资额等13个评价指标,构建富顺县土地整治方案评价体系,以层次分析法赋予权重,并用模糊综合评价法进行模糊评价。评价结果显示表明,富顺县土地整治规划方案的评价等级为“好”,方案具有较高的可行性。
[Abstract]:Land regulation planning is the overall arrangement of land regulation work. It is of great significance for the rational selection of land regulation projects and scientific guidance of land regulation activities. It is also an important guarantee for food security. At present, there are few special researches on land regulation planning at home and abroad, and the basic theoretical system is not perfect. Therefore, it is imperative and significant to study land regulation planning at county level. This paper analyzes and evaluates the land regulation planning of the county, in order to provide useful reference for the development of the land regulation planning at the county level. Based on the amount of cultivated land that can be increased, this paper sets out from the angle of different regulation types. The potentialities of agricultural land renovation, rural construction land renovation, reserve land resources development and reclamation of abandoned land in industrial and mining areas in Fushun County were calculated, respectively. According to the size of the new cultivated land, the potential of the villages and towns is classified. The results show that the agricultural land area in Fushun County reaches 71210.53hm2, which can supplement the cultivated land 5425.9 hm2.The cultivated land area is increased by Taisi Town and Jilong Town. The rural collective construction land area is 11566.57hm2, which can supplement the cultivated land 2542.47hm2.At the same time, Daisi Town, Qilong Town and Anxi Town are the main cities with more than 170 hm ~ 2 of remediation potential. The potential of exploitation of reserve land resources and reclamation potential of abandoned industrial and mining land are among them. 122.39 hm ~ 2 and 202.33 hm ~ 2 of arable land can be added, respectively. According to the results of potential calculation and analysis, combined with the goal and task of land regulation in Fushun County, the planning plan of land regulation in Fushun County is formulated. Based on the potential area of land regulation, the potential of new cultivated land is greater. The areas with high intention to renovate are determined to be the areas for land regulation in the planning period, and the scale, layout and timing of the land regulation are arranged. According to the economic development situation and the land use structure of each township, the area of Fushun County is divided into Banqiao. Dai Si, three towns of Feilong as the center of gravity, and determined the key area of land regulation in Fushun County. In the evaluation of the land regulation plan, not only the benefit index was selected, The conditions for the implementation of the program are also included in the evaluation index system. According to the six aspects of improving the land production function, carrying capacity function, ecological landscape function, economic feasibility, ecological resources guarantee, and implementation feasibility, the grain production increase is selected. In this paper, 13 evaluation indexes, such as the amount of construction land, the rate of new cultivated land, the amount of investment per unit area, etc., are used to construct the evaluation system of the plan of land renovation in Fushun County, and the weight is given by AHP. The evaluation results show that the evaluation grade of the planning plan for land regulation in Fushun County is "good", and the plan has high feasibility.
