个旧市计划生育服务系统开展艾滋病防治服务可行性研究

【摘要】：研究目的：借鉴国内外计划生育服务与艾滋病防治服务结合的模式和经验,以云南省个旧市为研究现场,研究计划生育服务系统开展艾滋病防治服务的可行性。以期能寻找适合当地和可以推广的服务结合方式,更好的利用现有的较为完善的计划生育服务网络开展艾滋病防治服务提供建议。研究方法：采用文献研究和现场研究相结合的方法。现场研究以个旧市县、乡两级的计划生育服务机构和工作人员为主要研究对象。通过问卷调查和个人深入访谈的方法进行资料的收集。对计量资料和计数资料分类整理和分析,采用Microsoft Excel、Epidata2.1录入；采用SPSS17.0统计软件包进行统计分析。研究结果：研究结果表明将近90%的各级计划生育工作人员愿意为身边遇到的艾滋病患者或其家属提供相关的咨询和帮助,但他们对相关知识了解不全面,有的问题无法回答；对于机构而言,目前县乡两级计划生育机构工作量适中,工作内容中包含多种与艾滋病防治服务结合的机会,机构工作人员愿意开展艾滋病相关的服务,但没有系统的培训,不具备自愿咨询检测的条件和资质。外部政策环境支持计划生育系统开展艾滋病防治工作,但需要克服部门分割的障碍,加强卫生系统与计生系统之间的配合和协调。结论与建议：在计划生育服务系统开展艾滋病防治服务是切实可行的。艾滋病防治服务可以与县乡村计划生育工作者的日常工作相结合。村计划生育宣传员工作时间充足,但艾滋病防治方面知识欠缺、对艾滋病患者或者感染者存在一定歧视,应加强艾滋病防治工作的能力培训。个旧市计划生育服务站设备基础和人员基础较好,经培训认证后,可作为开展艾滋病自愿咨询检测、医务人员主动提供艾滋病检测与咨询服务等艾滋病防治服务的机构,开展计划生育与艾滋病预防的试点工作。
[Abstract]:Objective: to study the feasibility of family planning service system in Gejiu City, Yunnan Province, based on the model and experience of combining family planning service and AIDS prevention and control services at home and abroad.In order to find suitable for local and can be popularized service combination, better use of the existing more perfect family planning service network to carry out AIDS prevention and treatment services to provide advice.Methods: a combination of literature research and field study was used.The field study focused on family planning services and staff in Gejiu County and Township.Through the questionnaire survey and personal in-depth interview method to collect the data.According to the classification and analysis of the metrological and counting data, Microsoft Excel Epidata 2.1 was used for statistical analysis and SPSS17.0 software package for statistical analysis.Research results: the results show that nearly 90% of family planning workers at all levels are willing to provide relevant counselling and help to AIDS patients or their families, but they do not have a comprehensive understanding of the relevant knowledge, some questions can not be answered;For institutions, at present, the workload of family planning institutions at the county and township levels is moderate, and the contents of their work include a variety of opportunities to integrate AIDS prevention and treatment services. Agency staff are willing to carry out AIDS-related services, but there is no systematic training.No conditions and qualifications for voluntary counseling and testing are available.The external policy environment supports the family planning system to carry out the AIDS prevention and control work, but needs to overcome the barrier of the division of departments, strengthen the coordination and coordination between the health system and the family planning system.Conclusion & suggestion: it is feasible to carry out AIDS prevention and control service in family planning service system.AIDS prevention and control services can be combined with the daily work of family planning workers in counties, villages and villages.Village family planning propagandists work plenty of hours, but AIDS prevention and treatment knowledge is lacking, there is certain discrimination against AIDS patients or infected persons, the ability training of AIDS prevention and treatment should be strengthened.Gejiu family planning service station has a good foundation of equipment and personnel. After training and certification, it can be used as an organization to carry out voluntary HIV / AIDS counseling and testing, and medical personnel to take the initiative to provide HIV / AIDS prevention and treatment services such as HIV / AIDS testing and counselling services.We will carry out pilot work on family planning and AIDS prevention.
