中国和新加坡中小学教师聘任制度比较研究

【摘要】:中小学教师聘任制度是市场经济条件下我国教师人事管理制度创新的产物,是我国教育体制改革的关键,对提高我国基础教育的质量有着重要的意义。虽然我国各地都在努力践行中小学教师聘任制,同时也在不断对其进行完善,但是实际运行过程中仍存有一些问题需要去反思和研究。纵观新加坡中小学教师聘任制度,其政府从建国之初就开始不断完善,并且取得了比较满意的成绩。系统地比较研究中国和新加坡中小学教师聘任制度,有助于探讨完善中国中小学教师聘任制度及提高基础教育质量的良策。本文对中国和新加坡中小学教师聘任制度的发展历史进行了梳理。两国中小学教师聘任制度的建立与发展与其存在的环境密切相关。中国和新加坡的中小学教师聘任制度各有其不同的历史演变轨迹。在半个世纪里,新加坡的中小学教师聘任制度经历了初步建立、快速发展、提高促进、完善发展四个阶段。从20世纪80年代以来,中国中小学教师聘任制度经历了改革初始、逐步推行、完善发展三个重要阶段,留下了一串明晰可鉴的轨迹。本文运用比较研究法、调查法等对中国和新加坡中小学教师的聘任权属部门、聘任条件、聘任程序、职前培训进行了比较研究,分析两国的异同;从职后培训、考核晋升、薪资福利和解聘等四个方面对中国和新加坡中小学教师的聘后管理进行了系统的比较研究,分析两国在中小学教师聘后管理上的异同。借鉴新加坡中小学教师聘任制度的经验,结合我国的国情,我国可以获得诸多启示与借鉴:第一,加大免费师范生推广力度;第二,严把中小学教师任职入口;第三,完善中小学教师培训工作;第四,改革中小学教师绩效工资制度;第五,完善中小学教师考核晋升机制。
[Abstract]:The appointment system of primary and secondary school teachers is the product of the innovation of teacher personnel management system under the condition of market economy. It is the key to the reform of our country's education system, and it is of great significance to improve the quality of our country's basic education. Although all parts of our country are trying to practice the appointment system of teachers in primary and secondary schools, at the same time, we are constantly improving it, but there are still some problems in the process of practical operation that need to be reflected and studied. Throughout Singapore's primary and secondary school teacher appointment system, its government began to improve from the beginning of the founding of the country, and achieved relatively satisfactory results. A systematic comparative study of the appointment system of teachers in primary and secondary schools in China and Singapore will be helpful to the improvement of the appointment system of teachers in primary and secondary schools in China and to the improvement of the quality of basic education. This paper reviews the history of the appointment system of primary and secondary school teachers in China and Singapore. The establishment and development of teacher appointment system in primary and secondary schools in the two countries are closely related to their existing environment. The appointment system of primary and secondary school teachers in China and Singapore has its own historical evolution track. In half a century, the appointment system of primary and secondary school teachers in Singapore has undergone four stages: initial establishment, rapid development, promotion and improvement. Since the 1980s, the appointment system of primary and secondary school teachers in China has undergone three important stages: the initial reform, the gradual implementation and the improvement of the development, leaving behind a clear and instructive track. In this paper, the author makes a comparative study on the employment right departments, employment conditions, appointment procedures, pre-service training of primary and secondary school teachers in China and Singapore, and analyzes the similarities and differences between the two countries, including post-service training, assessment and promotion, and so on. This paper makes a systematic comparative study on the post-employment management of primary and secondary school teachers in China and Singapore from the four aspects of salary, welfare and dismissal, and analyzes the similarities and differences between the two countries in the post-employment management of primary and secondary school teachers. Drawing lessons from the experience of Singapore's primary and secondary school teachers' appointment system and combining the national conditions of our country, our country can get a lot of enlightenment and reference: first, to increase the promotion of free normal school students; second, to strictly import teachers from primary and secondary schools; third, Improve the training of primary and secondary school teachers; fourth, reform the performance pay system of primary and secondary school teachers; fifth, improve the mechanism of assessment and promotion of primary and secondary school teachers.
