中小学教师教学流动保障机制研究
[Abstract]:Since the 1990s, the phenomenon of uneven flow of teachers in primary and secondary schools has emerged in endlessly. The flow of teachers under the guidance of the government is conducive to the rational allocation of teachers, the optimization of teacher structure, the promotion of balanced development of compulsory education, and the realization of educational equity. Under this background, this paper probes into the ought value, the actual expression, the policy document of the teaching flow of the primary and middle school teachers, and after analyzing the real practice cases of the regional teachers' teaching flow, from the material, the system, the culture three aspects, To construct an effective guarantee mechanism for the teaching flow of primary and middle school teachers. The full text is divided into seven parts: the first part: introduction. This part mainly introduces the research significance, literature review, research ideas and methods of primary and secondary school teachers' teaching mobility guarantee mechanism, as well as the important problems in the research. Through the study of relevant content to understand the overall situation of the current primary and secondary school teachers' teaching flow, clear the direction and path of this study. The second part: the necessary value of teaching flow of primary and middle school teachers. This part probes into the value influence of teachers' teaching flow from three aspects of teachers' personal development, school development and balanced development of regional compulsory education, and further analyzes the great significance of the teaching flow of primary and secondary school teachers under the guidance of the government. The third part: the real performance of teaching flow of primary and middle school teachers. Through literature and newspapers and periodicals, we can understand the current situation of spontaneous teaching flow of primary and secondary school teachers and the current situation of teachers' teaching flow under the guidance of the government, and focus on the achievements and problems encountered in the teaching flow of primary and secondary school teachers. To explore the primary and secondary school teachers teaching mobility security mechanism elements. The fourth part: the policy interpretation of the teaching flow of primary and middle school teachers. By analyzing the policy changes related to the flow of primary and secondary school teachers at the national and provincial levels in recent years, we can understand the policy content, characteristics and development trend of the flow of primary and secondary school teachers in China. Make clear the policy guarantee that the government has provided for the teaching flow of primary and secondary school teachers. The fifth part: the case analysis of teaching flow of primary and middle school teachers. This part takes the Jiashan County teacher flow as an example, uses the literature method, the interview method, the observation method and so on research method to carry on the investigation to the Jiashan county teacher flow present situation, examines the Jiashan county in the promotion teacher flow each kind of measure, This paper probes into its beneficial experience in the aspects of teacher flow mode, management mode and security system, and analyzes the problems encountered in the teacher flow in Jiashan County. Jiashan County is a pilot county of "National Educational system Reform pilot Project-compulsory Education School teacher Mobility", so the case is typical. The sixth part: the research on the guarantee measures of the teaching flow of primary and middle school teachers. On the basis of the previous chapters, in order to promote the smooth development of the teaching flow activities of primary and secondary school teachers under the guidance of the government, this chapter provides a set of perfect guarantee system for teachers' mobility from three aspects: material, system and culture. In this system, the material guarantee of the teaching flow of primary and secondary school teachers is the foundation and the precondition of the reasonable flow of teachers, the cultural guarantee of the teaching flow of primary and middle school teachers is the guide; The institutional guarantee of the flow of primary and secondary school teachers is the core, and only when the three are effectively combined, can the maximum function of the guarantee mechanism be brought into play, and the reasonable and effective flow of the teaching of primary and secondary school teachers can be fundamentally promoted. Part seven: conclusion. This paper discusses the current development situation and future development trend of the teaching mobility guarantee mechanism for primary and secondary school teachers, and summarizes the problems and deficiencies in this paper and the direction of further efforts.
