泛珠合作体系下湖南承接珠三角产业转移研究

【摘要】： 目前泛珠三角协作方兴未艾,已经取得初步成效,在新劳动法实施、原材料与用地成本上升、出口退税政策变更和我国汇率一路走高的背景下,珠三角制造企业的迁移速度大幅提升,而作为紧邻珠三角的中部欠发达省份和泛珠三角经济协作省份,湖南有必要抓住这一历史性机遇,有选择性、有目的性地承接部分产业,实现我省产业结构的调整与升级。 本文首先介绍基于全球价值链视角之产业转移的一般理论,包括基于全球价值链视角之产业转移的含义、动力机制、区位选择因素及其产业转移中的政府作用机制,试图为本文的研究提供一个理论框架。然后对产业移出地一珠三角进行详细的探讨,介绍其产业变迁的历史,了解产业的发展现状,分析珠三角移出的主要产业,探讨珠三角制造企业进行产业转移的根本动因与直接动因,在总结与概括了珠三角产业发展过程中的经验启示后,基于全球价值链视角之产业转移理论的区位选择因素分析湖南承接珠三角产业转移的优劣势,再从区位商系数和产业关联(影响力系数与感应度系数)三个不同的角度探讨湖南承接珠三角产业转移的产业选择,分析了两型社会建设的相关要求。本文最后根据珠三角的经验启示和湖南的现状实际有针对性地提出湖南承接产业转移的策略与政策建议。
[Abstract]:At present, the Pan-Pearl River Delta cooperation is in the ascendant, and it has achieved initial results. In the context of the implementation of the new labor law, the rising cost of raw materials and land use, the change of export tax rebate policy and the high exchange rate of our country, The migration speed of manufacturing enterprises in the Pearl River Delta has been greatly increased. As the underdeveloped provinces in the central part of the Pearl River Delta and the economic cooperation provinces in the Pan-Pearl River Delta, it is necessary for Hunan to seize this historic opportunity to take over some industries selectively and purposefully. To achieve the adjustment and upgrading of the industrial structure of our province. This paper first introduces the general theory of industrial transfer based on the perspective of global value chain, including the meaning of industrial transfer based on the perspective of global value chain, dynamic mechanism, location selection factors and the mechanism of government role in industrial transfer. This paper attempts to provide a theoretical framework for this study. Then, the paper makes a detailed discussion on the industry moving out of the Pearl River Delta, introduces the history of its industrial changes, understands the current situation of industry development, and analyzes the main industries moved out of the Pearl River Delta. This paper probes into the fundamental and direct causes of the industrial transfer of manufacturing enterprises in the Pearl River Delta, after summarizing and summarizing the experience and enlightenment in the process of industrial development in the Pearl River Delta. The location selection factors of Industrial transfer Theory based on Global value chain Analysis of the advantages and disadvantages of Hunan's undertaking the Industrial transfer in the Pearl River Delta. Then from three different angles of location quotient coefficient and industry correlation coefficient (influence coefficient and inductance coefficient), this paper discusses the industrial choice of Hunan to undertake the industrial transfer in the Pearl River Delta, and analyzes the relevant requirements of the construction of the two-type society. Finally, according to the experience of the Pearl River Delta and Hunan's current situation, the paper puts forward the strategies and policy suggestions for Hunan to undertake industrial transfer.
