建立和谐劳动关系过程中我国的政府行为分析

【摘要】: 在党的十六届六中全会上,关于构建社会主义和谐社会若干重大问题的决定首次提出了发展和谐劳动关系的科学命题,并将其纳入构建和谐社会的工程体系。这一决定丰富了中国特色社会主义理论,也体现了党对执政规律认识的深化。 一般而言,劳动关系所能涉及到的主体主要有:劳动者、工会、用人单位、用人单位团体以及政府。在这些主体当中,劳动者处于最弱势的地位,用人单位处于优势地位,而政府则扮演着双方和谐调整的角色。在劳动关系中,虽然劳动者处于弱势地位,但他们却是社会稳定的关键性群体。所以,要构建和谐社会,构建和谐劳动关系,关键在于对弱势群体权益的维护。鉴于此,本文章主要从与劳动关系息息相关的劳动者、工会、政府三方面来重点讨论关于和谐劳动关系的构建问题。
[Abstract]:At the sixth Plenary session of the 16th CPC Central Committee, the scientific proposition of developing harmonious labor relations was put forward for the first time in the decision on some important issues of building a harmonious socialist society, and it was brought into the engineering system of building a harmonious society. This decision enriches the theory of socialism with Chinese characteristics and reflects the deepening of the Party's understanding of the ruling law. In general, labor relations can be involved in the main bodies: workers, trade unions, employer groups and the government. Among these subjects, the laborer is in the most vulnerable position, the employer is in the dominant position, and the government plays the role of harmonious adjustment. In the labor relations, although the laborer is in the weak position, but they are the social stable key group. Therefore, to build a harmonious society and harmonious labor relations, the key lies in the protection of the rights and interests of vulnerable groups. In view of this, this article mainly discusses the construction of harmonious labor relations from three aspects: laborer, trade union and government.
