【摘要】：论文通过对“不动产统一登记爽约事件”舆情危机应对事件进行研究,通过对当前政府部门公信力面临的困境和舆情危机产生背景进行调研,描述了媒体报道情况和社会公众反应,运用传媒与政府关系的反射、沉默的螺旋、把关人、议程设置等理论,分析了“不动产统一登记爽约事件”舆情危机应对中存在的问题,包括信息公开不够透明、信息滞后发布、信息发布渠道单一等几个方面。论文通过文献研究法、图表分析法、案例分析法相结合的方法,对案例进行剖析,从政府部门重视程度不够、缺乏危机管理预警机制、新闻发言人处于尴尬境地导致“失语’’、新闻发布制度建设有待提高、舆情危机应对信息发布效果评估缺失四个方面分析了危机产生的原因,认为政府舆情危机应对的宏观环境还存在应对责任主体不明确、舆情应对牵涉的具体工作保密、新闻发布机构设置配备不足等问题。通过分析,得出了要主动抢占舆论阵地、建立和完善应急新闻发布机制、信息始于权威的启示。通过对不动产统一登记爽约事件舆情危机应对案例的研究,可以看出,当前政府部门在应对舆情危机的过程中还存在着很多问题,其中既有自身的因素,也有客观的原因。针对政府部门舆情应对的现状,提出了相关对策,建议政府部门要提高危机管理意识、加强新闻发言人制度建设、加强协调机制建设、加强发布机构建设、加强预警机制建设建立新闻发布平台、充分发挥新媒体作用、正确引导媒体。
[Abstract]:Through the research on the public opinion crisis response to the "real estate unified registration breaking event", the paper investigates the predicament and the background of the public opinion crisis that the government is facing with at present. This paper describes the situation of media reports and public reactions, and analyzes the problems existing in the response to the crisis of public opinion in the event of "real estate unified registration breaking down" by using the theories of the reflection of the relationship between the media and the government, the spiral of silence, the gatekeeper, the agenda setting, etc. Including the information disclosure is not transparent, the information is delayed to release, the information release channel is single and so on several aspects. Through the literature research method, the chart analysis method, the case analysis method, the article carries on the analysis to the case through the literature research method, the chart analysis method, the case analysis method, From the lack of attention by government departments, the lack of a crisis management and early warning mechanism, the embarrassing situation of the press spokesman has led to "aphasia," and the construction of the press release system needs to be improved. The reasons of the crisis are analyzed in four aspects: the macro environment of government public opinion crisis response is not clear to the responsible subject, and the concrete work involved in the public opinion response is kept secret. Through analysis, it is concluded that we should take the initiative to seize the position of public opinion and establish and perfect the emergency news release mechanism. Information begins with the enlightenment of authority. Through the research on the case of the public opinion crisis of the unified registration of real estate breaking down, we can see that there are still many problems in the process of government departments responding to the crisis of public opinion, among which there are some factors of their own. There are also objective reasons. In view of the current situation of government departments responding to public opinion, this paper puts forward relevant countermeasures, and suggests that government departments should enhance their awareness of crisis management, strengthen the construction of the press spokesman system, strengthen the construction of coordination mechanisms, and strengthen the construction of publishing institutions. Strengthen the construction of early warning mechanism to establish a press release platform, give full play to the role of new media, and correctly guide the media.
