大数据时代个人信息数据安全的新威胁及其保护

【摘要】：在大数据时代,个人信息数据面临不断增加的知情权、安宁权、处分权和信息泄露的风险,单纯的"隐私权"本身尚不足以有效应对各类新状况,必须加快构建"综合治理模式"。除了制定专门的个人信息保护规范性法律文件外,还需要确立"告知—同意原则"作为信息收集和利用活动的基本原则,并强化技术化手段及打击信息犯罪活动,以应对大数据时代个人信息安全面临的威胁。
[Abstract]:In big data's time, personal information data faced with increasing risks of the right to know, the right to tranquillity, the right to dispose of information and the disclosure of information. The mere "right to privacy" by itself is not enough to deal effectively with all kinds of new situations.We must speed up the construction of a "comprehensive management model".In addition to the development of specialized normative legal documents for the protection of personal information, it is also necessary to establish the "notification-consent principle" as the basic principle of information-gathering and utilization activities, and to strengthen technical means and combat information crime,In order to deal with big data era of personal information security threats.
