中国老年优待制度的发展定位与政策建议

【摘要】：经过几十年的发展,中国老年优待制度框架日益完善、内容日益丰富,但依然面临界定不清、流动性差、落实困难、差距较大等问题。对此,中国应尽快找准老年优待定位,在明确"普惠性"和"选择性"相结合、"政府主导"和"多方参与"相结合以及公平性等发展原则的同时,明确老年人优待方式和项目,建立全国基本老年优待制度,完善政府和社会的共同承担机制,做好与其他制度衔接和配合,发展优待服务实施技术手段。
[Abstract]:After decades of development, the framework of preferential treatment system for the elderly in China is becoming more and more perfect and the content is increasingly rich, but it still faces problems such as unclear definition, poor mobility, difficulty in implementation and wide gap. In view of this, China should find out the orientation of preferential treatment for the elderly as soon as possible, and at the same time clarify the development principles of "inclusive" and "selective", "government-led" and "multi-participation" and fairness, and at the same time clarify the preferential treatment methods and projects for the elderly. We should establish a national basic preferential treatment system for the elderly, perfect the joint undertaking mechanism between the government and the society, do a good job of connecting and cooperating with other systems, and develop the technical means of preferential service implementation.
