残障儿童保护现状、问题及完善对策

【摘要】：目前,残障儿童保护中,已形成以残障儿童医疗康复和教育保障为两大支持的保护体系,社区康复工作体系的逐步形成推动了残障儿童康复走向社会化,残障预防得到重视,残障儿童社会参与、文化娱乐等权利保障逐步得到落实。同时也存在一些问题,如在理念上儿童利益最大化原则还未成为共识;缺乏长期、稳定、系统的普惠型残障儿童保护政策体系;残障儿童保护业务分散于各部门,难以形成合力;残障儿童家庭社会支持体系缺乏保护;民间组织力量未能充分发挥等问题。须通过普及残障儿童保护理念,整合残障儿童保护行政资源和政策资源,健全残疾人(残疾儿童)的社会保障体系,引入专业社会工作者等手段,促进残障儿童保护向着制度化、专业化、社会化方向发展。
[Abstract]:At present, in the protection of disabled children, a protection system supported by medical rehabilitation and education security for disabled children has been formed. The gradual formation of the community rehabilitation work system has promoted the rehabilitation of disabled children to socialization, and attention has been paid to disability prevention. Social participation, cultural and recreational rights of disabled children have been gradually implemented. At the same time, there are also some problems, such as the lack of consensus on the principle of maximizing the interests of children; the lack of a long-term, stable and systematic inclusive policy system for the protection of disabled children; and the spread of child protection services across all sectors. It is difficult to form a joint force; the social support system for disabled children lacks protection; the strength of civil organizations is not brought into full play and so on. By popularizing the concept of child protection for the disabled, integrating administrative and policy resources for the protection of disabled children, improving the social security system for the disabled (children with disabilities), introducing professional social workers, and so on, To promote the development of institutionalization, specialization and socialization of the protection of disabled children.
