【摘要】:近年来-由于房价过高凸显出的矛盾-国家和地方政府开始对房地产政策进行不断的调整,使得目前的整个房地产业都处在一个巨大的调整时期,房地产企业的发展过程中面临着前所未有的挑战,市场竞争日益加剧,利润空间日渐缩小,依靠以往的粗放式经济管理模式和短平快运作模式显然已经不能适应目前房地产市场的要求。这就要求房地产企业要根据市场的变化,不断的调整自身的管理模式,有效的加强对项目投资实施全过程的成本控制以挖掘潜力,降低成本,提高收益。房地产项目成本的控制管理对于房地产开发企业来说是意义重大的,更是至关重要的,开发商在项目投资的前期需要对整个项目进行精心的策划、对目前的市场状况进行调研并进行研究论证的可行性分析和经济评价,在项目投资的后期要注重营销策划,最终都必须通过由项目管理全过程制造出的最终产品来实现。本文通过对我国房地产开发行业的基本情况入手,对房地产开发项目成本构成及影响因素分析,结合传统的成本控制的基本方法,对房地产企业成本管理中的各项问题进行分析和研究,其中一个很重要的问题就是人为因素在项目建设的各阶段成本控制中产生较大影响,而在项目开发过程中又没有完善的制度进行约束,缺乏规范的成本控制体系,最终导致成本管理目标很难实现。必须要在房地产企业建立一个完整而又科学的成本控制体系,并在管理过程中切实落实到位,才能达到成本控制理想的效果。本文从成本控制体系特征和内涵谈及体系的建立,从项目的四个主要阶段阐述成本控制措施的落实,结合作者在实际工程管理工作中的经验,归纳分析了工程成本控制措施在实际工作中的应用及管理存在的不足之处。研究房地产开发项目的成本控制,有助于房地产开发企业明确项目成本控制的总体思路、总体结构和实施策略等,尽可能的减少和杜绝企业中的浪费现象,达到节约社会和经济资源的目的,并且可以对有限的土地资源更加合理、充分、有效的利用,能够对当前的房地产企业的振兴起到重要的作用。同时,通过研究房地产项目的成本控制,可以使得项目的成本降低,进而使得房价回归到合理的价位,能够给国家的房地产调控政策提供一定的参考价值,对于解决普通百姓的住房问题做出实际的贡献,这样也给我国的和谐社会建设提供坚实的基础。
[Abstract]:In recent years, because of the contradiction that the housing price is too high, the national and local governments begin to adjust the real estate policy, which makes the whole real estate industry in a huge adjustment period. The development of real estate enterprises is faced with unprecedented challenges, market competition is increasingly intensified, profit space is shrinking day by day. Relying on the previous extensive economic management model and the short flat and fast operation mode has obviously been unable to adapt to the requirements of the current real estate market, which requires real estate enterprises to change according to the market. Constantly adjust their own management mode, effectively strengthen the project investment implementation of the whole process of cost control in order to tap potential, reduce costs. To improve the income. The real estate project cost control management is of great significance to the real estate development enterprises, and developers need to plan the whole project carefully in the early stage of the project investment. The feasibility analysis and economic evaluation of the current market situation and the research and demonstration should pay attention to the marketing planning in the later stage of the project investment. In the end, we must realize the final product by the whole process of project management. This paper starts with the basic situation of the real estate development industry in our country, and analyzes the cost composition and the influencing factors of the real estate development project. Combined with the traditional cost control methods, this paper analyzes and studies the problems in the cost management of real estate enterprises. One of the most important problems is that human factors have a greater impact on the cost control in each stage of the project construction, and there are no perfect system constraints in the process of project development. The lack of a standardized cost control system ultimately leads to the cost management goal is difficult to achieve. We must establish a complete and scientific cost control system in the real estate enterprises and implement it in the process of management. In order to achieve the ideal effect of cost control, this paper discusses the establishment of the cost control system from the characteristics and connotation of the cost control system, and expounds the implementation of cost control measures from the four main stages of the project. Combined with the author's experience in practical engineering management, this paper summarizes and analyzes the application of engineering cost control measures in practical work and the shortcomings of management, and studies the cost control of real estate development projects. It is helpful for real estate development enterprises to make clear the overall idea, overall structure and implementation strategy of project cost control, and to reduce and eliminate waste in the enterprise as far as possible, to achieve the goal of saving social and economic resources. And can be more reasonable, full and effective use of limited land resources, can play an important role in the revitalization of the current real estate enterprises. At the same time, through the study of real estate project cost control. It can reduce the cost of the project, and then make the house price return to a reasonable price, which can provide a certain reference value for the national real estate regulation and control policy. To solve the housing problems of ordinary people to make a practical contribution, which also provides a solid foundation for the construction of a harmonious society in our country.
