【摘要】：国家城镇化战略的发展,以及基础设施投入进一步增多,建筑行业的发展面临着重大的机遇。但是机遇与挑战并存,中国建筑环境的不成熟,法律法规制度不健全,人工成本的逐年提高,材料价格不稳定性,给建筑工程项目管理带来极大的困难。传统的项目管理手段和方法再也难以满足企业项目管理和发展的需要,信息化的手段辅助项目管理势在必行,国家对此也做出了相关要求。建筑施工企业的业务核心是项目管理,项目管理的核心是成本管理。项目成本管理的标准化和信息化建设势在必行,本文主要论述中建某局工程项目管理成本管理信息化建设,提高建设工程项目管理水平,本文利用由学生带队创新的“施工企业项目管理业务架构模型”,结合信施工企业信息化建设主流的企业集约化、项目精益化等相关理论,围绕项目成本核心业务,结合实际管理中的困难等分析,圈定企业信息化建设范围,再遵循信息化建设规律,建立了中建某局项目管理信息化平台,以达到增加利润收入,提高企业核心竞争力的目的。并利用公司的软件产品、工具产品、实施方法论,后续为中建某局打造了一个综合项目管理信息化平台,为客户在工作效率、管理成本获得惊人的效益,为中建某局累计节约成本22亿元,收益提高1.45个百分点。并为中建某局在施工企业特级资质信息化考评中获得93的高分。同时中建某局建筑建筑工程项目成本管理的信息化,不仅是中建总公司《关于进一步推进股份公司信息化工作的通知》、《中国建筑信息化建设发展“十二五”专项规划》的要求,同时本论文是中建股份公司,实施国家科技部“十五”(国家科技攻关计划“城市规划、建设、管理与服务的数字化工程”子课题《建筑业企业信息化应用软件开发》主要研究的内容,是该课题的实施落地,并且是住建部施工企业特级资质信息化考评必备条件。
