【摘要】:目前,伴随房价的继续走高,政府对房地产的关注和调控越来越多。在政府相关措施的影响下,建房所用的土地以及建筑施工所需要的建材等价格升高。在市场的严峻考验和政府调控措施的压迫下,降低房地产的投入资金,是多数房地产公司继续生存的必要途径。因为此类工程时间比较长,,前期投入资金较多,项目施工过程中有诸多的不稳定因素,所以工程投入资金的合理控制对于工程对于工程的收益有很大的影响。房地产企业进行成本控制的目的不是进行简单的施工成本控制,更不是仅仅为了把某个阶段的费用节约,而是从项目的全过程、企业全方位的角度出发,最大限度利用企业有效资源,从整体意义上降低工程项目的成本。 本论文研究内容是从房地产企业对房地产项目成本控制现状入手,结合某知名房地产开发有限公司开发的城市绿洲花园项目案例,运用造价管理和成本控制理论和方法,深层次剖析房地产工程每个时期的资金管理和使用情况。立足于房地产的施工步骤,从工程的决策时期,设计时期,到选择施工的单位、建设过程等重要时期房地产项目的进行,提出该工程所有时期成本的管理和使用办法。研究发现,成本控制影响在房地产全寿命周期中的较前阶段更为显著。在项目前期,尤其是设计阶段,其成本控制的关键是推行限额设计理念,实行各环节紧密相扣的控制模式。在项目施工阶段对成本控制应主要把握保证工期、质量、安全的前提下,合理处理变更、签证及索赔事项,并加强现场的精细管理。通过案例实证,该方法对于全寿命周期的成本控制起到了较好的效果。本项目研究可为今后类似工程提供一定得借鉴。
[Abstract]:At present, with the continued rise of house prices, the government is paying more and more attention to the real estate. Under the influence of the relevant measures of the government. The price of the land used for building houses and the building materials needed for construction has risen. Under the severe test of the market and the oppression of government regulation measures, the investment in real estate has been reduced. It is a necessary way for most real estate companies to continue to survive, because this kind of project has a longer time, more investment in the early stage, and many unstable factors in the construction process of the project. So the reasonable control of project investment has a great impact on the project income. The purpose of cost control in real estate enterprises is not to carry out simple construction cost control. It is not only to save the cost in a certain stage, but also to reduce the cost of the project from the perspective of the whole process of the project and the omni-directional view of the enterprise, to maximize the utilization of the effective resources of the enterprise, and to reduce the cost of the engineering project in the whole sense. The research content of this paper is from the real estate enterprise to the real estate project cost control present situation, unifies a well-known real estate development limited company to develop the city oasis garden project case. By using the theory and method of cost management and cost control, this paper deeply analyzes the fund management and usage of real estate project in each period. Based on the construction steps of real estate, from the project decision-making period, the design period. To select the construction of units, construction process and other important periods of real estate projects, put forward the cost of the project in all periods of management and use methods. The impact of cost control in real estate life cycle is more significant than the previous stage. In the early stage of the project, especially in the design phase, the key of cost control is to carry out the concept of quota design. Implementation of each link closely linked to the control mode. In the construction phase of the project to control the cost should be mainly to ensure the duration, quality, safety premise, reasonable handling of changes, visas and claims. Case study shows that this method has a good effect on the cost control of the whole life cycle. The research of this project can be used for reference for similar projects in the future.
