武侯“198”植绿项目成本管理现状及对策研究

【摘要】:随着我国社会经济不断发展,城市化建设进程不断加快,人民生活水平不断提高,人们更加重视生活品质和生活环境,园林景观在城市建设中的重要性日益显著,近几年园林绿化行业取得蓬勃发展,园林绿化公司的数量飞速增长,市场竞争压力十分激烈。企业要想在日益严峻的市场竞争中获得一席之地,必须在保障满足施工质量、合同工期的基础上,通过成本计划、组织、控制和协调等活动,将实际工程费用控制在预定成本计划目标范围内。这将促使企业优化资源,尽可能减少项目的物资投入,追求项目利益最大化,以获取最佳的经济利益和社会效益。 本文通过查阅大量园林绿化工程成本管理相关资料和文献,描述了项目成本管理的概念、方法和经常遇到的问题。以武侯“198”植绿项目为工程实例,首先对工程项目进行实地调查与研究,了解该项目的施工概况和项目特点,针对项目投标阶段、施工阶段、结算阶段和后期管养阶段的成本管理现实状况,发现存在项目现场管理费用超支、加班赶工补种苗木成本增加、结算遗留工作量大等具体成本管理问题;再运用成本管理理论方法并结合自身工作实践,深入分析项目成本管理问题的内因与外因,包括项目员工成本管理意识不强,施工土壤不利于植物成活,苗木市场价格波动大,项目行政色彩浓厚,施工现场属于开放式和安全保障措施不强等;最后提出一系列切实可行的解决对策,包括投标阶段认真编制项目施工预算,施工过程中精简项目机构,充分调动员工工作积极性,降低隐形成本,加强种植技术和材料费用管理,提高苗木成活率,完善安全保障管理制度,堵塞安全隐患漏洞,合理安排施工工期,适度使用项目索赔,及时获得经济补偿,强化养护管理人员的专业技能培训和硬件设施建设,实行机械化养护管理等。 通过本研究工作,项目成本管理工作中遇到的实际问题得到有效解决,领导层更加重视项目成本管理,切实提高项目经济收益。同时,希望能给类似项目的成本管理提供一定的参考价值。
[Abstract]:With the development of our country's social economy, the process of urbanization and the improvement of people's living standard, people pay more attention to the quality of life and living environment, and the importance of landscape architecture in urban construction is becoming more and more significant. In recent years, the landscaping industry has made vigorous development, the number of landscaping companies has increased rapidly, and the market competition pressure is very fierce. If enterprises want to gain a place in the increasingly severe market competition, they must ensure the quality of construction. On the basis of the contract period, the actual project cost is controlled within the target of the planned cost through the activities of cost planning, organization, control and coordination. This will urge the enterprise to optimize the resources and minimize the material input of the project. Pursue the project benefit maximization, in order to obtain the best economic benefit and social benefit. In this paper, the concept, method and problems of project cost management are described by consulting a large number of related materials and documents on cost management of landscaping projects. Taking Wuhou "198" green planting project as an engineering example, First of all, the field investigation and study of the project are carried out to understand the general situation of the project construction and the characteristics of the project, aiming at the actual situation of the cost management in the bidding stage, the construction stage, the settlement stage and the later management stage of the project. It is found that there are some specific cost management problems, such as overrun of project site management cost, increasing cost of overwork and replanting seedlings, large amount of settlement work left over, and then applying cost management theory method and combining with its own work practice. Deeply analyze the internal and external causes of project cost management, including project staff cost management awareness is not strong, construction soil is not conducive to plant survival, seedling market price fluctuations, strong project administration color, The construction site is open and the security measures are not strong. Finally, a series of practical solutions are put forward, including carefully compiling the project construction budget during the bidding stage, streamlining the project organization during the construction process, Fully mobilize the enthusiasm of the staff, reduce the hidden cost, strengthen the management of planting technology and material cost, improve the survival rate of seedlings, perfect the management system of safety guarantee, plug the loopholes of safety hidden danger, arrange the construction period reasonably, Claim for moderate use of the project, timely obtaining economic compensation, strengthening professional skills training and hardware facilities construction of maintenance management personnel, carrying out mechanized maintenance management and so on. Through this research work, the practical problems encountered in the project cost management are effectively solved, and the leaders pay more attention to the project cost management and improve the economic benefits of the project. I hope to provide some reference value for the cost management of similar projects.
