【摘要】:地铁建设为地铁施工企业带来了良好的发展机遇,也带来了更加激烈的市场竞争。在这种背景下,地铁施工项目的利润率也在不断的受到挤压,如何在保障质量的前提下,通过挖掘内部管理潜力,消除不必要的成本支出和费用浪费,成为建设单位迫切需要解决的问题。这不仅是企业当前项目管理的需要,也是促进建设单位长远发展的需要。深圳市CGM地铁枢纽站是深圳地铁建设中的重要工程,建设工期和质量要求都很高,项目投资额也较大,对建设方的成本管理能力提出了很高的要求。 本文通过对项目成本管理国内外研究现状的分析,对项目成本管理的相关理论,包括项目管理、项目成本和项目成本管理的要关理论进行了归纳、总结和分析。在此基础上,对CGM项目的概况,特点,以及项目成本管理中的困难进行了分析,包括内部因素、外部因素,以及包干风险、工期风险等综合性因素导致的成本管理难题。本文针对CGM项目的成本管理问题提出了相关的解决措施,包括以目标成本为导向进行成本管理,并完善成本分解、分析、控制和考核环节。同时加强CGM项目成本管理的保障措施,CGM枢纽站项目成本管理的保障策略方面,项目部首先应优化项目组织结构提升成本管理效率,CGM项目部必须在保障项目成本管理和其他方面管理的统一。因此项目部可以实行矩阵式的组织结构。其次,加强工期成本管理,项目部可以考虑目标成本法的方法,将总工期目标也进行分解,通过加强阶段性的工期控制,为保障项目总工期打好基础。同时,项目部应根据施工工期和进度的安排,做好各方面的资源安排,特别是劳动力的安排。第三,加强合同管理,做好合同索赔工作。
[Abstract]:Subway construction has brought good development opportunities for subway construction enterprises, but also brought more fierce market competition. Under this background, the profit margins of subway construction projects are constantly being squeezed, how to ensure the quality of the premise, By tapping the potential of internal management and eliminating unnecessary cost and expense waste, it becomes an urgent problem to be solved by the construction unit, which is not only the need of enterprise's current project management, It is also the need to promote the long-term development of construction units. Shenzhen CGM Metro Hub Station is an important project in the construction of Shenzhen Metro. The construction period and quality requirements are very high, and the project investment is also large. Put forward the very high request to the cost management ability of the constructor. Based on the analysis of the current research situation of project cost management at home and abroad, this paper sums up, summarizes and analyzes the relevant theories of project cost management, including project management, project cost and project cost management. The general situation and characteristics of CGM project, as well as the difficulties in project cost management are analyzed, including internal factors, external factors, and the risk of contracting. The cost management problem caused by the comprehensive factors such as duration risk. This paper puts forward some relevant solutions to the cost management problem of CGM project, including taking the target cost as the direction to carry out the cost management, and perfecting the cost decomposition and analysis. At the same time, strengthen the safeguard measures of CGM project cost management. First of all, the project department should optimize the project organization structure and improve the cost management efficiency. The CGM project department must ensure the unity of project cost management and other aspects of management. Therefore, the project department can implement a matrix organization structure. Secondly, The project department can consider the method of objective cost method and decompose the total duration target. By strengthening the stage control of the construction period, the project department can lay a good foundation for ensuring the total duration of the project. At the same time, According to the schedule and schedule of construction, the project department should arrange all kinds of resources, especially the labor force. Third, strengthen the contract management and do the contract claim work well.
