辽宁省不动产登记中心登记窗口建设项目进度管理研究

【摘要】:项目管理的主要内容包括了进度管理、质量管理和成本管理,三者之间既相互制约又相辅相成。其中,项目进度管理在三者中有着重要的统筹作用。项目进度管理的目的是保证项目在计划的时间内实现项目的总体目标。项目进度计划编制和项目进度控制构成了项目进度管理的核心要素,项目进度计划是项目进度管理的前提,项目进度控制是项目进度管理的保障,良好的项目进度管理是控制项目成本和保障项目质量的关键因素。项目进度管理的主要工作内容有三项,一是编制合理严谨的项目计划;二是制定详实可行的进度控制措施;三是在项目实施过程中严格执行项目进度计划及控制措施。在项目实施过程中,依据项目进度实施情况,对项目计划及进度控制措施进行及时有效调整,保障项目如期完成。在当代经济社会中,信息高度发达,资本运转迅速,项目能否按计划完成,是关系到项目的经济效益或社会效益的关键因素。本文以辽宁省不动产登记中心登记窗口建设项目为研究对象,通过对项目进度计划及进度控制措施制定等进度管理的全过程实践,对项目进度管理的内容、方法及基本原理等进行研究。辽宁省不动产登记中心登记窗口建设项目是一个集办公、档案管理、网络集成中心和社会服务为一体的综合项目。通过对项目的基础建设条件、资源条件等进行重点分析,依据项目的社会化服务特点、从整体上实现项目进度管理。首先,概述了项目进度管理的相关理论概念和原理方法,为论文提供理论支撑;其次,对辽宁省不动产登记中心窗口建设项目的项目建设内容、特点进行分析,找出项目进度管理的关键环节,为项目计划的制定提供基础数据支持;第三,根据登记窗口建设项目特点,运用WBS工作分解、关键路径法、网络图等项目进度管理的理论方法编制登记窗口建设项目进度计划,并根据项目要求进行项目计划优化和制定项目进度控制措施。实时进行项目进度跟踪,对项目进度计划进行全程监控及实时调整,实现项目进度管理的PDCA动态循环。本文针对辽宁省不动产登记中心登记窗口建设项目的特点,分析了项目进度管理过程中各个环节及工作任务重点,对项目进度计划及优化的过程进行了论述,并提出项目进度控制的方法与措施,保障项目按计划完成。对其他不动产登记窗口建设项目的项目进度计划编制与优化,进度管理与进度控制有一定的借鉴意义。
[Abstract]:The main contents of project management include schedule management, quality management and cost management, which restrict each other and complement each other. Project schedule management plays an important role in the overall planning of the three aspects. The purpose of project schedule management is to ensure that the overall objective of the project is achieved within the planned time. Project schedule planning and project schedule control constitute items. The core elements of progress management, The project schedule plan is the premise of the project schedule management, and the project schedule control is the guarantee of the project schedule management. Good project schedule management is the key factor to control project cost and ensure project quality. There are three main contents of project schedule management, one is to draw up a reasonable and rigorous project plan, the other is to formulate detailed and feasible progress control measures. Third, strictly implement the project schedule and control measures during the implementation of the project. In the course of the project implementation, timely and effective adjustments will be made to the project plan and schedule control measures according to the implementation of the project schedule. In the contemporary economic society, the information is highly developed and the capital is running rapidly. Can the project be completed as planned? It is a key factor related to the economic or social benefits of the project. This paper takes the registration window construction project of Liaoning Province Real Estate Registration Center as the research object. Through the whole process practice of project schedule planning and schedule control measures, the content of project schedule management is discussed. The project of registration window construction of Liaoning Province Real Estate Registration Center is a comprehensive project which integrates office, file management, network integration center and social service. According to the social service characteristics of the project, the project schedule management is realized on the whole. Firstly, the related theoretical concepts and principle methods of the project schedule management are summarized, which provide theoretical support for the paper. To Liaoning Province real estate registration center window construction project construction content, the characteristic carries on the analysis, finds out the project progress management key link, provides the basic data support for the project plan formulation; third, According to the characteristics of the registration window construction project, the progress plan of the registration window construction project is compiled by using the theory of WBS work decomposition, critical path method, network diagram and so on. According to the requirements of the project, the project plan is optimized and the project schedule control measures are worked out. The project progress is tracked in real time, and the whole project schedule is monitored and adjusted in real time. The PDCA dynamic cycle of project schedule management is realized. According to the characteristics of the registration window construction project of Liaoning Province Real Estate Registration Center, this paper analyzes each link and the key task in the process of project schedule management. This paper discusses the process of project schedule planning and optimization, and puts forward the methods and measures of project schedule control so as to ensure that the project is completed according to plan, and the project schedule of other real estate registration window construction projects is drawn up and optimized. Schedule management and schedule control have certain reference significance.
