【摘要】:随着国家市场经济体系的不断完善以及工程建设管理体制的不断改革,建筑行业价格透明度越来越高,市场竞争也越来越激烈,施工企业面临严峻的生存挑战。施工企业在成本管理方面存在很多的问题:对成本管理体系不够重视,缺乏一套完整体系;编制的项目成本计划,但没有起到根本性指导意义;施工现场管理不完善,材料浪费严重;在施工过程中往往为赶工期,导致实际成本增加,与成本计划相分离;缺乏可实施性的奖励机制等诸多问题。 本文针对湾底疏港路高架工程施工四标段这一特定项目,通过运用成本管理理论知识与实践工作,结合国内外对成本控制的管理研究,在成本控制中提出成本因素分析法。着重研究在项目成本管理中如何对各阶段成本控制的因素进行分析和研究。 本文首先对项目成本管理进行简要的理论概述,简单介绍了湾底疏港路高架工程项目概况,分析研究项目前期人工、材料、机械、资金等成本计划的管理到项目成本控制管理方面内容,通过实例重点分析了项目成本管理中影响成本的五大因素,并展开对成本管理控制措施的研究,最后提出在项目成本管理中打造全过程精细化成本控制链、建立责任权利相结合的责任考核制度、加强项目成本因素分析法的应用等相关成本管理策略。 通过对湾底疏港路高架工程研究,可以得出如下结论:成本管理是一项全员共同参与、各个职能部门共同监督管理完成的系统工程。其贯穿于整个项目生命周期,对该项目建立全过程动态成本管理体系,加强成本控制,强化项目责任成本管理,才可以达到控制成本的目的,,从而实现企业的经济效益。
[Abstract]:With the continuous improvement of the national market economy system and the continuous reform of the engineering construction management system, the price transparency of the construction industry is becoming more and more transparent, and the market competition is becoming more and more intense. Construction enterprises are faced with severe survival challenges. There are many problems in cost management of construction enterprises: insufficient attention to cost management system, lack of a complete system, preparation of project cost plan, but no fundamental guiding significance; The construction site management is not perfect and the material waste is serious. In the construction process, the actual cost increases and is separated from the cost plan. There are many problems such as lack of implementable incentive mechanism and so on. In this paper, according to the special project of the fourth section of the elevated construction of Shu-gang Road in the Bay bottom, by using the knowledge and practice of the cost management theory, combined with the research on the management of cost control at home and abroad, This paper puts forward the cost factor analysis method in cost control, and focuses on how to analyze and study the factors of cost control in each stage in project cost management. This paper firstly gives a brief theoretical overview of project cost management, briefly introduces the general situation of the elevated project of Shugang Road in the bay bottom, and analyzes the labor, materials and machinery in the early stage of the project. The management of cost plan, such as funds, is from the aspect of project cost control to project cost control. The paper analyzes the five major factors that affect the cost of the project cost management through examples, and carries out the research on the cost management control measures. Finally, this paper puts forward some related cost management strategies, such as creating the whole process fine cost control chain in the project cost management, establishing the responsibility assessment system combining the responsibility and right, and strengthening the application of the project cost factor analysis method. Through the study on the elevated engineering of Shugang Road in the Bay bottom, we can draw the following conclusions: cost management is a system engineering which is completed by the participation of all personnel and the supervision and management of all functional departments. It runs through the whole project life cycle. Only by establishing the whole process dynamic cost management system, strengthening the cost control and strengthening the project responsibility cost management, can the purpose of cost control be achieved and the economic benefit of the enterprise be realized.
