Y公司采购管理信息系统实施优化研究

【摘要】:经过二十多年的改革开放,中国中小企业已经成为拉动中国经济持续快速增长,促进市场繁荣的重要力量,成为安置社会就业,,促进社会稳定的经济主体。在现代知识经济时代,信息技术在企业发展中起着十分重要的作用。中小企业实施信息化技术不仅是自身生存发展的内在要求,也影响到一个国家全球市场竞争力和经济的可持续发展。中小企业的公司领导由于对于信息的作用缺乏足够的认识,据统计数据显示,已开发的信息系统失败的占多数。因此,有必要对中小企业的信息化建设进行调研分析,找出失败原因并给予指导建议。 Y公司作为新兴发展起来的中小民营企业代表,经历了快速发展期后,管理手段的落后明显制约了业务的发展。于是公司领导开始寻求通过信息化手段,来提高管理水平。本文以其采购部门为具体研究对象,深入剖析了其实施信息化过程及实践应用中出现的问题。进一步,本文运用流程优化和系统化改造法,对原有工作流程进行优化改善,包括:将供应商按照物资进行分类管理;采用流程增值分析表(ASME)对流程进行简化,提高工作效率;运用新的成本管理思想降低采购成本;通过调整组织结构和岗位职责,使部门人员责权更加分明,同时加强采购部门决策分析的职能。还运用了信息技术来完善采购管理功能,以达到公司内部共享信息、降低采购成本、提供决策分析、建立控制体系等目标。通过本文的研究,可以为同类中小企业的采购管理信息化实施提供理论上和实践上的借鉴作用。
[Abstract]:After more than 20 years of reform and opening up, small and medium-sized enterprises in China have become an important force in driving the sustained and rapid growth of China's economy, promoting market prosperity, and resettling social employment. In the era of modern knowledge economy, information technology plays a very important role in the development of enterprises. The implementation of information technology in small and medium-sized enterprises is not only the inherent requirement of their own survival and development. It also affects the competitiveness of a country's global market and the sustainable development of its economy. Because of the lack of sufficient understanding of the role of information in small and medium-sized enterprises, statistics show that the majority of developed information systems fail. It is necessary to investigate and analyze the information construction of small and medium-sized enterprises, to find out the causes of failure and to give guidance suggestions. As a representative of small and medium-sized private enterprises, Y Company has experienced a period of rapid development, and the backwardness of management means has obviously restricted the development of business. In order to improve the management level, this paper takes its purchasing department as the specific research object, deeply analyzes the problems in the process of its implementation of information technology and its practical application. Further, this paper uses the method of process optimization and systematic transformation. The original workflow is optimized and improved, including: classifying suppliers according to materials; simplifying the process by using process value-added analysis table (ASME) to improve work efficiency; using new cost management ideas to reduce procurement costs; By adjusting the organizational structure and post responsibilities, the responsibilities and powers of department personnel are made clearer, and the functions of decision-making and analysis of procurement departments are strengthened. Information technology is also used to improve procurement management functions in order to achieve information sharing within the company. Through the research of this paper, we can provide theoretical and practical reference for the similar small and medium-sized enterprises in the implementation of procurement management information.
