国有企业海外劳动用工管理及用工成本研究

【摘要】:随着我国经济改革的不断深入,国内企业以及大型民营企业进入国际市场的步伐亦越来越大,力度和深度都与改革之初不可同日而语。可是这些企业几乎都要面对开拓国际市场时的各方面因素的制约,这其中就包括需要强化对人力资源方面的管理。在人力资源管理中,劳动用工管理以及用工成本管理随着市场竞争的越来越激烈,变得格外重要。对于赴海外投资的中国国有企业而言,面对异国的法律、法规及文化上的巨大差异,如何对劳动用工进行有效管理以及控制好用工成本成为决定其海外机构能否发展甚至生存的重要因素。 本文采取了调查法、文献分析法和归纳总结法对某国有企业的巴西子公司——Plong公司的劳动用工管理以及用工成本状况进行了分析研究。利用调研工作取得的一手数据,结合巴西当地的法律法规以及该公司的用工管理现状,进行了较为深入的分析和研究。 通过研究,初步找出了该公司劳动用工管理中存在的问题及其用工成本过度增加的原因,并给出了采取本土化管理的发展方向、科学合理地制订员工薪酬、做好员工生涯规划等具体的解决方案和对策。与此同时,面对日益增高的用工成本,也给出了合理化成本构成、员工工作量确定等具体的解决措施。 研究的结果说明,该公司面对巴西《统一劳工法》的种种限制,没有采取针对性的策略,更没有深入地探寻解决之道。这些问题使得该公司在劳动用工管理方面始终处于比较被动的局面,用工成本也因为不恰当地迎合当地的文化而处于比较危险的不断上升的境地。若想解决劳动用工管理的问题,必须立足于科学的管理理念和手段,不能把国有企业在国内时的管理模式照搬过去,环境不同了,企业的“国有”身份也不存在了,唯有立足于当地的现有条件,运用科学的管理方法,该企业才能进行可持续经营发展的轨道。
[Abstract]:With the continuous deepening of economic reform, domestic enterprises and large private enterprises to enter the international market pace also more and more big, the strength and depth and the beginning of the reform cannot be mention in the same breath. But almost all of these enterprises have to face various factors to develop the international market when, including the need to strengthen the human resources the management in human resources management, labor management, labor cost management with the market competition increasingly fierce, has become particularly important. For overseas investment China state-owned enterprises, in the face of foreign laws, regulations and the huge cultural differences, how to effectively manage labor and labor cost control become an important factor in determining its overseas institutions can develop or even survive.
This paper adopted the investigation method, analyzed the research methods of literature analysis and summarization of a state-owned enterprise of the Brazil subsidiary of Plong, labor management and labor costs. The research work to obtain first-hand data, combined with Brazil local laws and regulations and the labor management of the company's present situation, analyzed and a more in-depth study.
Through the research, preliminary to find out the reason of the company has increased over the labor employment problems in the management and labor costs, and gives the direction of development take localization management, scientific and reasonable formulation of staff salaries, good solutions of employee career planning and specific measures. At the same time, in the face of rising labor costs, are also given reasonable cost structure, staff workload to determine specific measures.
The results show that the company face restrictions in Brazil "unified labor law", did not take a targeted strategy no more deeply explore solutions. These problems make the company has always been in a passive situation in the labor management, labor costs are inappropriate to cater to the local culture in to compare the risk of rising situation. In order to solve the problem of employment management, must be based on the scientific management idea and means, not at home when the management mode of state owned enterprises from the past, the environment is different, the "state" identity does not exist, the existing conditions only based on local management, application the scientific method, the enterprise can sustainable development track.
