昆明铁路局建立完善工效挂钩运行机制的探讨

【摘要】:2013年3月国务院出台铁路政企分开改革方案以后,中国铁路总公司转变为实行自主经营、自负盈亏,独立核算、依法设立的盈利性的国有大型运输企业。而此时正值中国铁路企业面临巨额债务和公益性运输亏损不断扩大的境况,经营发展形势堪忧,转变铁路发展方式,调整优化结构,提高服务质量和经济效益的压力巨大,困难重重。在体制改革破冰的基础上,铁路企业推行现代企业制度管理,转换经营管理机制已是燃眉之急,势在必行。为此,本论文从建立完善铁路运输企业工资总额与经济效益挂钩机制,激发干部职工积极性,保安全,促生产,实现企业经济效益、效率和职工工资同步增长的角度出发,探索研讨铁路总公司、铁路局、铁路运输站段等基层单位三个层面工效挂钩理论政策,力求寻找一条政策连贯、协同一致、积极有效,切合昆明铁路局管理实际的工效挂钩路子,加快转变管理职能,完善经营机制,促进和推动昆明铁路局劳动生产率和运输生产力全面提高,进而推动健康可持续发展,充分发挥铁路运输企业市场主体作用,实现改革发展目标。 本论文通过实地调研和总结分析,从以下几个方面对铁路运输企业工效挂钩机制问题进行了研究: (1)总结了铁路运输企业工效挂钩管理现状,分析了铁路企业工效挂钩过程中取得的成绩及存在的问题,重点从工资制度、劳动用工、工资管理、挂钩考核机制等方面,进行了深入细致分析,提出了修订完善现行工效挂钩机制的必要性。 (2)重点从昆明铁路局运输经营、安全管理、成本管理和工作质量四个方面,全面分析阐述了工效挂钩指标和基数的确定,挂钩关系和考核关系的理顺、管理权限和管理流程的设置等具体问题,设计了5大类挂钩考核指标体系,建立了昆明铁路局工效挂钩机制。同时,运输站段、辅助单位、非运输企业和建设管理单位挂钩机制的建立也进行了研究分析。 (3)从铁路总公司、铁路局、基层管理单位、车间班组四个层面,分析了分配关系和机制特点,对工效挂钩机制的操作层面问题进行了研究,提出了工资总额管理、分配关系理顺和绩效考核管理的思路和建议。 (4)为建立科学高效的铁路运输企业工效挂钩机制,本文给出了改善工资政策环境、解决基数核定问题、工资分类指导和推行绩效管理等建议措施。
[Abstract]:In March 2013, after the State Council introduced the reform plan of separating railway administration from enterprise, China Railway Corporation changed into a large state-owned transportation enterprise with independent management, self-financing, independent accounting and legal establishment.At this time, Chinese railway enterprises are facing a situation of huge debts and expanding public welfare transportation losses. The situation of management and development is worrying. The pressure of changing the railway development mode, adjusting and optimizing the structure, and improving the quality of service and economic benefits is enormous.There are many difficulties.On the basis of breaking the ice of system reform, it is imperative for railway enterprises to carry out modern enterprise system management and change management mechanism.Therefore, this paper starts from the angle of establishing and perfecting the mechanism of linking the total wages of railway transportation enterprises with economic benefits, stimulating the enthusiasm of cadres and workers, ensuring safety, promoting production, realizing the economic benefits of enterprises, increasing efficiency and wages of workers and staff simultaneously.To explore and discuss the theoretical policies of three basic level units, such as Railway Corporation, Railway Bureau, Railway Transport Station and so on, in order to find a coherent, coordinated, active and effective policy.In line with the actual management practices of Kunming Railway Administration, we should speed up the transformation of management functions, improve the management mechanism, promote and promote the overall improvement of labor productivity and transport productivity of Kunming Railway Administration, and then promote the healthy and sustainable development.Give full play to the market role of railway transport enterprises, and achieve the goal of reform and development.Through field investigation and summary analysis, this paper studies the problem of ergonomic linkage mechanism in railway transportation enterprises from the following aspects:This paper summarizes the current situation of the management of ergonomic hooks in railway transportation enterprises, and analyzes the achievements and problems in the process of ergonomic hooks in railway enterprises, especially from the aspects of wage system, labor employment, wage management, linkage and examination mechanism, etc.The necessity of revising and perfecting the existing working efficiency hook mechanism is put forward.From the four aspects of transportation management, safety management, cost management and work quality of Kunming Railway Administration, this paper comprehensively analyzes and expounds the determination of the index and the base number of the work efficiency hook, and the straightening out of the linkage relation and the examination relation.In this paper, the author designs five kinds of hooks and evaluation index system and establishes the working efficiency hook mechanism of Kunming Railway Administration.At the same time, the establishment of linkage mechanism among transportation station, auxiliary unit, non-transportation enterprise and construction management unit is also studied and analyzed.From the four levels of railway head office, railway bureau, basic management unit and workshop team, this paper analyzes the distribution relationship and the characteristics of mechanism, studies the operational aspects of the working efficiency linkage mechanism, and puts forward the total wage management.Distribution relationship straighten out and performance appraisal management ideas and suggestions.4) in order to establish a scientific and efficient mechanism for linking the work efficiency of railway transportation enterprises, this paper gives some suggestions such as improving the wage policy environment, solving the problem of checking the base number, directing the wage classification and implementing the performance management, and so on.
