新沪昆铁路客运专线贵州段项目管理研究

【摘要】:随着我国国民经济的崛起,我国铁路网建设也取得了长足的进展,尤其是高速铁路系统的技术进步。截止到2013年底,运营里程已突破10万公里大关。根据调整后的《中长期铁路网规划》,预计到2020年底,中国铁路营业里程将达到12万公里以上。一方面,我国铁路基建项目在今后一段时期仍保持增长态势,铁路基建项目可以拉动多行业产业链;而另一方面,承担铁路基建项目的公司几乎都是微利或亏损,其重要原因之一就是项目管理的粗放性。因此,铁路基建项目管理研究具有重要的实践价值和理论研究意义。本文以项目管理理论为指导,以沪昆高速铁路客运专线贵州段项目为研究对象,主要工作如下: 首先,对研究背景及项目来源进行了阐述,在研究与分析了国内外高铁工程项目管理现状的基础上,确立了研究的范围、目标和方法,提出了以项目的生命周期为主线对项目实施管理,确定了论文研究的框架及主要内容; 其次,综述了项目管理的相关理论,为下述研究奠定了理论基础;阐述了沪昆高速铁路客运专线贵州段的项目目标,主要技术要求;对项目的环境进行了分析;并对承担项目公司的技术水平、资质等进行了简介;对沙特麦加铁路项目典型案例等进行剖析; 第三,根据项目管理生命期理论和实践相结合的原则,在项目启动阶段,论述了研究对象的启动准备,其中包括组织准备、技术准备、物资准备、施工现场准备等;在提出解决方案阶段,主要识别了项目的工作范围,确定了项目的工作分解结构,编制项目的进度管理计划、成本计划和质量管理计划等;在项目的实施与监控阶段,介绍了项目的施工特点,论述了项目的重点难点及对策、项目的进度、成本、质量的实施与监控;在项目的结束阶段主要进行项目的验收和评估。 最后,结合本项目的计划和实施过程,探讨和剖析了企业在承担工程项目的建设中,如何充分的做好前期的准备,根据项目的实际情况制定详尽的工作计划,协调公司和客户的关系,合理的利用已有的资源,统筹工作范围、进度、成本和质量等要素以实现项目的目标;并对全文进行了总结与展望。
[Abstract]:With the rise of our national economy, great progress has been made in the construction of railway network, especially in the technical progress of high-speed railway system.By the end of 2013, operating mileage has broken through the 100000 km mark.According to the adjusted medium and long term Railway Network Plan, it is estimated that by the end of 2020, the operating mileage of Chinese railways will reach more than 120000 km.On the one hand, China's railway infrastructure projects will continue to grow for some time to come, and railway infrastructure projects can pull up multi-industry industrial chains. On the other hand, almost all the companies undertaking railway infrastructure projects have made little profits or lost money.One of the important reasons is the extensive nature of project management.Therefore, the research of railway infrastructure project management has important practical value and theoretical significance.Guided by the project management theory, this paper takes the project of Guizhou section of Hu-Kun high-speed railway passenger dedicated line as the research object. The main work is as follows:First of all, the research background and the source of the project are expounded. On the basis of the research and analysis of the current situation of the high-speed rail project management at home and abroad, the scope, objectives and methods of the research are established.Taking the life cycle of the project as the main line, this paper puts forward the implementation management of the project, and determines the framework and main contents of the paper.Secondly, it summarizes the relevant theories of project management, which lays a theoretical foundation for the following research; expounds the project objectives, main technical requirements of Guizhou section of the Shanghai-Kunming high-speed railway passenger dedicated line, and analyzes the project environment;The technical level and qualification of the undertaking project company are briefly introduced, and the typical cases of Saudi Mecca railway project are analyzed.Thirdly, according to the principle of combining the theory and practice of project management life cycle, in the stage of project start-up, the paper discusses the starting preparation of the research object, including organization preparation, technical preparation, material preparation, construction site preparation and so on.In the phase of proposing the solution, the work scope of the project is identified, the work breakdown structure of the project is determined, the schedule management plan, the cost plan and the quality management plan of the project are worked out.This paper introduces the construction characteristics of the project, discusses the key difficulties and countermeasures of the project, the implementation and monitoring of the progress, cost and quality of the project, and mainly carries out the acceptance and evaluation of the project at the end of the project.Finally, combined with the planning and implementation process of the project, this paper discusses and analyzes how the enterprise should fully prepare for the early stage and make a detailed work plan according to the actual situation of the project in undertaking the construction of the project.Coordinate the relationship between the company and the customer, make use of the existing resources reasonably, coordinate the work scope, schedule, cost and quality to achieve the goal of the project, and summarize and prospect the full text.
