城市地下综合管廊全生命周期投资回报研究

【摘要】:综合管廊是将原本埋设在城市地下的电力、通信,供热、燃气、给水等管线集中安置在一处,进行统一的规划、敷设、维护和管理。建设综合管廊是市政管网管理层面的转型升级,有效地解决市政管线反复挖开造成的城市马路拉链问题,有利于市政管线的集约化管理与维护;提升了市政管线的抗灾害能力,使市政管线的运行效率和运行安全性更加有保障;提高了城市地下空间的使用率,促进市政基础设施服务功能的完善,具有显著的经济与社会效益。综合管廊存在建设投资大、运营周期长以及运营管理协调难度大等问题,我国综合管廊的整体水平又处在初期发展阶段,相关的投融资模式、运营管理制度和运营收费机制都还尚未建立完善。拓展建设资金来源渠道,吸引社会资本参与其中;完善运营管理制度,建立运营收费机制是目前我国综合管廊发展急需研究解决的问题。本文完成的主要研究工作内容如下:1、在广泛查阅相关文献资料和前往综合管廊项目实地调研的基础上,介绍综合管廊的定义、优缺点及其社会与经济效益,对政府全权出资、政府与管线单位联合出资、政府与社会资本合作三种综合管廊投融资模式进行分析,并探讨设施管理对降低综合管廊运营成本的应用价值。2、根据项目全生命周期成本理论,着重分析综合管廊建设阶段的投资建设成本构成和综合管廊运营期间的能耗成本、维护成本、管理成本构成,并且对综合管廊建设阶段产生的社会、环境成本以及市政管线入驻综合管廊后需缴纳的使用费进行分析。3、根据综合管廊的属性对各相关主体的利益关系进行系统论述,分析管线单位费用支出、投资者回报要求以及政府补足政策对综合管廊收费定价的影响,并研究综合管廊运营收费思路与办法,基于使用者付费原则与协作共赢原则,提出采用商业性+公益性相结合的运营收费模式达到收回全生命周期成本以及对第三方投资者进行合理回报。4、本文以海口市地下综合管廊工程为案例,对其投资回报进行分析。首先分析该综合管廊项目建设阶段及运营阶段的各项费用构成,然后根据成本+收益的综合管廊收费模型,计算得出各市政管线需要缴纳的综合管廊一次性空间租用费和运营管理费。
[Abstract]:The integrated pipe gallery is a centralized arrangement of electric power, communication, heating, gas, water supply and other pipelines buried in the underground of the city to carry out unified planning, laying, maintenance and management. The construction of comprehensive pipe gallery is the transformation and upgrading of municipal pipe network management level, which effectively solves the problem of city road zipper caused by repeated excavation of municipal pipelines, which is beneficial to the intensive management and maintenance of municipal pipelines, and enhances the disaster resistance ability of municipal pipelines. The operation efficiency and safety of municipal pipelines are more guaranteed, the utilization rate of urban underground space is increased, and the service function of municipal infrastructure is improved, which has remarkable economic and social benefits. There are many problems such as large investment in construction, long operation cycle and difficulty in operation management coordination. The overall level of integrated pipe gallery in China is in the initial stage of development, and the related investment and financing mode. Operation management system and operation charge mechanism have not yet been established and perfected. It is urgent to study and solve the problems in the development of comprehensive management gallery in China at present, which is to expand the sources of construction funds and attract social capital to participate in it, and to perfect the operation management system and establish the operating charge mechanism. The main research contents of this paper are as follows: 1. On the basis of extensively consulting relevant documents and going to the field investigation of the integrated management corridor project, this paper introduces the definition, advantages and disadvantages, social and economic benefits of the integrated management corridor, and makes full contributions to the government. This paper analyzes three kinds of investment and financing modes of integrated pipe corridor, which are jointly funded by government and pipeline unit, and discusses the application value of facility management to reduce the operating cost of integrated pipe corridor. According to the theory of project life cycle cost, this paper discusses the application value of facility management in reducing the operation cost of integrated pipe corridor. The composition of investment cost, energy consumption cost, maintenance cost and management cost in the construction stage of integrated pipe gallery are analyzed, and the society in the construction stage of integrated pipe gallery is analyzed. The environmental cost and the usage fee of the municipal pipeline after entering the integrated pipe corridor are analyzed. According to the attributes of the integrated pipe corridor, the interest relationship of the relevant parties is systematically discussed, and the unit cost of the pipeline is analyzed. The effect of investor return requirement and government complement policy on the pricing of integrated gallery charges is studied. Based on the principle of user payment and the principle of win-win cooperation, the author studies the ideas and methods of integrated corridor operation charges. This paper puts forward to adopt the commercial public welfare combined operation charge mode to recover the whole life cycle cost and to carry on the reasonable return to the third party investor. This paper takes Haikou underground comprehensive pipe corridor project as a case to analyze its investment return. This paper first analyzes the construction and operation stages of the integrated pipe gallery project, and then according to the cost and income model of the integrated pipe corridor charging model, The one-off space rental fee and the operating management fee for each municipal pipeline are calculated.
