伊旗A镇污水处理厂扩建工程的项目管理研究

【摘要】：随着国家经济快速发展,工业也得到了快速发展,但随之而来的雾霾天气、酸雨天气、河流污染现象也时有发生,环境保护越来越受到国家和人民的重视。水资源作为人类的生活源头,其所受污染程度越来越严重,水资源保护也受到了国家的重视,如何能够既保护现有水资源不受污染,又能够回收循环利用工业、生活等排出的污水,是很多人研究的一个重要课题。随着科学技术的发展,污水处理技术得以实现,由此而产生的污水处理厂建设也如雨后春笋般出现。伊旗阿镇污水处理厂一期建设工程已经完成,但是随着阿镇经济的发展,外来人口和本地人口数量迅速增加,加之人们的生活水平逐步提高,一期污水处理厂的污水处理能力已经无法满足现有城镇的需求,由此而来,政府实施了污水处理厂扩建工程项目。本文利用项目实施工程中进度管理、成本管理、质量管理、风险管理的相关理论,结合伊旗阿镇污水处理厂扩建工程的实际工程建设经验,总结了本工程在进度和成本管理中的方法,同时利用挣得值法对项目进度和成本进行了评价,结果显示项目成本没有超出预算规定,项目进度在规划时间内得以完成;分析了项目质量管理的影响因素,梳理出质量管理流程图,总结了项目在质量管理方面的方法和措施,并且对本项目工程质量进行了后评估,得出质量水平满足项目设计需求;识别了项目风险并进行排序,针对主要的三种项目风险制定了管理方法和预防措施,为后续相关项目的建设提供理论和实际经验。
[Abstract]:With the rapid development of national economy, industry has also been rapidly developed, but with the haze weather, acid rain weather, river pollution phenomenon also occur from time to time, environmental protection has been paid more and more attention by the country and people. As the source of human life, water resources are being polluted more and more seriously, and the protection of water resources has been paid more and more attention by the country. How to protect the existing water resources from pollution and recycle industry, Sewage, such as life, is an important subject studied by many people. With the development of science and technology, sewage treatment technology has been realized. The first phase of the construction of the Iqi Azhen sewage treatment Plant has been completed, but with the development of the town's economy, the number of foreign and local people has increased rapidly, and the living standards of the people have been gradually improved. The sewage treatment capacity of the first stage sewage treatment plant has been unable to meet the demand of the existing towns. As a result, the government has implemented the sewage treatment plant expansion project. Based on the relevant theories of schedule management, cost management, quality management and risk management in the project implementation, this paper combines the practical engineering construction experience of the Yichang Azhen sewage treatment plant expansion project. At the same time, the method of earning value is used to evaluate the progress and cost of the project. The results show that the cost of the project does not exceed the budget, and the progress of the project is completed within the planning time. This paper analyzes the influencing factors of the project quality management, combs out the quality management flow chart, summarizes the methods and measures of the project quality management, and carries on the post-evaluation to the project quality, and obtains the quality level to meet the project design demand; The project risks are identified and sorted, and the management methods and preventive measures are established for the three main project risks, which provide theoretical and practical experience for the subsequent construction of related projects.
