西安广电网络双向网改业务流程再造研究

【摘要】:从2003年起全国各地有线数字电视整体转换工作的逐渐推动,在这巨大的市场面前,西安广电网络近年来却一直因为双向网改造业务进程缓慢、效率低下等问题无法确立市场优势。为了保持市场竞争性,西安广电网络必须加快小区双向网改建设,提高双向网改业务流程效率,增加广电增值业务范围。本文正是借鉴企业业务流程再造理论中系统改进法,试图解决公司所面临的问题。 本文从目前广电行业的发展和科学的业务流程管理理念出发,首先,介绍了西安广电网络公司目前有线网络产业在“三网融合”以及“双向网改”业务中的生存和发展特征,介绍了国内外有关流程管理的理论研究状况,重点说明了在有线电视双向网改中,现有的业务流程管理模式存在缺乏行业标准、规范化等问题。通过梳理了有关业务流程再造的理论和方法模型,并且结合对西安广电网络的组织结构现状以及在双向网改造流程中出现的问题的研究,提出了业务流程再造理论在广电网络双向网改业务上具有相当的可行性和必要性,再通过对企业在项目环节优化、成员结构优化、流程系统优化过程和成本管理四个方面系统的为双向网改造搭建起新的业务流程。最后从建立高效组织管理体系以及强化对双向网改造业务流程管控这两方面为新流程制定了可行措施。 西安地区在数字电视新业务领域的建设还处在相对落后的局面,本文在分析调研过程中,应用了流程描述、流程再造、流程设计和流程优化等工具和方法,紧紧围绕流程系统改进的方法体系对所研究的对象进行流程优化再造,并且总结出了一套有效提升双向网改造流程运行效率以及人员结构调配的方案,以期望能够达到提高业务流程效率的目的,为公司发展助飞。
[Abstract]:Since 2003, the whole conversion of cable digital television has been gradually promoted in all parts of the country. In front of this huge market, Xi'an Radio and Television Network has been slow to transform its business because of the two-way network in recent years. Inefficiency and other problems can not establish a market advantage. In order to keep the market competitive, Xi'an radio and television network must speed up the construction of bidirectional network transformation, improve the efficiency of two-way network transformation business process, and increase the scope of value-added services. This paper tries to solve the problems faced by the company by referring to the system improvement method in the theory of business process reengineering (BPR). Based on the current development of radio and television industry and scientific business process management concept, this paper first introduces the existence and development characteristics of Xi'an Radio and Television Company's current cable network industry in "three networks convergence" and "two-way network reform" business. This paper introduces the theoretical research status of process management at home and abroad, and emphasizes on the lack of industry standard and standardization in the existing business process management mode in the reform of CATV two-way network. Through combing the theory and method model of business process reengineering, and combining with the research on the present situation of the organization structure of Xi'an radio and television network and the problems in the process of bidirectional network transformation, This paper puts forward the theory of business process reengineering (BPR), which is feasible and necessary in radio and television network bidirectional network transformation, and then optimizes the enterprise's project link and member structure. Process system optimization process and cost management four aspects of the system for two-way network reconstruction to build a new business process. Finally, the feasible measures for the new process are put forward from the aspects of setting up an efficient organization management system and strengthening the management and control of the business process of the bidirectional network transformation. The construction of new business field of digital TV in Xi'an area is still relatively backward. In the process of analysis and investigation, this paper applies tools and methods such as process description, process reengineering, process design and process optimization, etc. The process optimization and reengineering is carried out around the improved method system of the process system, and a set of effective schemes to improve the operation efficiency and the personnel structure deployment of the bidirectional network transformation process are summarized. In order to achieve the purpose of improving the efficiency of business processes, to help the development of the company.
