大唐耒阳发电厂全面计划管理改进方案设计研究

【摘要】:长期以来,我国发电企业处于国家计划管理下,尽管各发电企业计划管理重点和方法各有特色,但相当多的国有发电企业的计划管理仍带有计划经济时代的特征。全面计划是企业的年度经营计划,是在企业战略、规划的指导下,充分考虑了企业内外条件约束的情况下,确定企业年度经营目标和实现目标的安排。全面计划是把控企业的各项工作和目标的纲领,是企业为了加强企业集约化经营和精细化过程管理的管理和控制手段,全面计划管理企业把经营工作的每个环节都归纳进了经营目标、加强企业内部控制、提高经营效益和效率和加强可持续性发展实施的关键措施。本文的研究工作是基于对大唐耒阳发电厂全面计划管理的调研基础上所进行。 本文以大唐耒阳发电厂为研究对象,运用目标管理理论、流程再造理论、战略管理理论、决策理论、考核与评价理论的基本模型和分析方法,旨在为大唐耒阳发电厂制定全面计划管理。首先,通过整理大量实际调查资料,以及与我国电厂企业全面计划管理以及成本管理工作相关的文献资料的整理,对大唐耒阳发电厂全面计划管理以及成本管理现状进行了分析,并总结出实际工作中所存在的典型问题;然后通过深入分析我国现行的电厂企业全面计划管理方案,设计出一套基于目标的全面计划管理模式,包括全面计划管理的总体模式、组织模式、流程管理等;继而在全面系统、有效操作等多项原则的指导下,结合所设计的大唐耒阳发电厂全面计划管理实施方案,从发电量、设备效率等多个维度构建了考虑目标管理的电网企业全面计划管理评价体系。最后,分析了大唐耒阳发电厂实施全面计划管理的成效,提出了一些全面计划管理实施的保障措施。 本文提出的大唐耒阳发电厂的全面计划管理模式具体包括了大唐耒阳发电厂的组织结构、流程设计、指标设计和评估指标体系设计等,并将大唐耒阳发电厂的全面预算和绩效评估纳入大唐耒阳发电厂全面计划管理的流程体系中,从而最终建立起一个包含有大唐耒阳发电厂的综合计划管理、全面预算管理、综合统计管理、经济活动分析和绩效考核评估这五个主要环节的环闭结构。
[Abstract]:For a long time, the power generation enterprises in our country have been under the management of the national plan. Although the key points and methods of the plan management of the power generation enterprises have their own characteristics, the planning management of a considerable number of state-owned power generation enterprises still has the characteristics of the planned economy era. The overall plan is the annual business plan of the enterprise. Under the guidance of the enterprise strategy and plan, under the full consideration of the internal and external constraints of the enterprise, the enterprise's annual business objectives and the arrangements to achieve the objectives are determined. The overall plan is the program of controlling the work and objectives of the enterprise, and the management and control means of the enterprise in order to strengthen the intensive operation and fine process management of the enterprise. The overall plan management enterprise summarizes every link of the management work into the management goal, strengthens the enterprise internal control, enhances the management benefit and the efficiency and strengthens the sustainable development implementation key measure. The research work of this paper is based on the investigation of the overall planning management of Leiyang Power Plant in Datang. This article takes Datang Leiyang Power Plant as the research object, applies the objective management theory, the process reengineering theory, the strategic management theory, the decision theory, the examination and the appraisal theory basic model and the analysis method. For Datang Leiyang Power Plant to formulate a comprehensive plan management. First of all, through the collation of a large number of actual investigation data, as well as the comprehensive plan management and cost management of power plant enterprises in China, This paper analyzes the present situation of overall planning management and cost management in Datang Leiyang Power Plant, and summarizes the typical problems existing in the actual work. Then through in-depth analysis of the current comprehensive plan management plan of power plant enterprises in China, a set of overall planning management model based on objectives is designed, including the overall mode of overall planning management, organization model, process management and so on. Then under the guidance of comprehensive system, effective operation and other principles, combined with the overall plan and management scheme of Datang Leiyang Power Plant, A comprehensive planning management evaluation system for power grid enterprises considering objective management has been constructed from several dimensions, such as equipment efficiency. Finally, the paper analyzes the effect of implementing comprehensive plan management in Leiyang Power Plant, and puts forward some safeguard measures for the implementation of overall plan management. The overall planning management model of Datang Leiyang Power Plant proposed in this paper includes the organization structure, process design, index design and evaluation index system design of Datang Leiyang Power Plant. And the overall budget and performance evaluation of Datang Leiyang Power Plant are brought into the overall planning management process system of Datang Leiyang Power Plant, and a comprehensive plan management and comprehensive budget management including Datang Leiyang Power Plant are finally established. Comprehensive statistical management, economic activity analysis and performance evaluation of the five main links of the closed structure.
