龙岗供电公司业扩流程再造研究

【摘要】:在我国经济日益发展的今天,持续的经济发展为各行各业提供了良好的发展条件,而伴随着军工业、商业、工业、服务业等行业发展,巨大的电力需求开始涌现。现有的区域供电公司承担着电网建设、电力供售、电网设备维护于一体的大型企业,对社会稳定发展起着巨大作用。业扩流程作为电力企业运营中核心业务,从旧经营体制逐步过渡向体制完善发展,仍存业扩流程界面模糊、流转速度慢、成本管理不足、部门间责权分散等主要问题,如何提高业扩流程运作效率,缩短流程周期时间,以便提升企业的竞争力,最终达到企业客户双赢的目标,是现有供电公司的重要课题。基于上述的研究背景,本文在相关理论进行梳理的基础上,首先阐述了用电业务扩充管理和流程再造、PDCA循环等多种理论,结合理论分析了国内外用电业务扩充管理现状,对各电力公司用电业务扩充管理相关指标进行了梳理。其次是结合龙岗区的营销市场、历史由来、组织结构、核心价值链等等情况,指明业扩流程的核心流程地位,并分析业扩流程及的组织结构不合理之处,揭示出其运营过程存在的多种问题等。然后,以传统企业与现代企业的对比,找准龙岗供电公司业扩流程再造思路,选用成熟先进的理论为流程再造的设计工具,确保流程再造过程的科学合理。同时思考流程再造前后的关键指标的区别,设计流程再造后的关键指标,使业扩流程再造顺利落地。接着是对整个业扩流程再造方案的设计,以业扩流程为研究对象,研究客户需求,确认改进方向,设计新的信息系统,同时重新设计现有的业扩流程及其配套的二级流程,缩短流程环节与时间。最后是业扩流程再造实施研究,介绍了再造的实施步骤、组织结构与职能的设计、风险与成本分析控制方向、流程持续改进等。本论文采用理论和实践相结合的方法,将流程再造理论、PDCA循环理论等用于运用于传统的用电业扩流程管理中,并改造成对外拓展市场、对内高效运转的业扩流程,对于提高龙岗供电公司和国内其他供电企业的业扩管理水平提供了一定的参考价值。
[Abstract]:With the increasing development of economy in our country, the sustained economic development has provided good conditions for the development of various industries. With the development of military industry, commerce, industry, service industry and so on, the huge demand for electricity has begun to emerge. The existing regional power supply companies are responsible for the power grid construction, electricity supply and sale, power grid equipment maintenance in one of the large enterprises, which play a great role in the stable development of society. As the core business in the operation of electric power enterprises, the industrial expansion process has gradually evolved from the old operation system to the perfect system, and still has some major problems, such as vague interface, slow circulation speed, insufficient cost management, decentralization of responsibility and power among departments, etc. How to improve the efficiency of the process operation, shorten the time of the process cycle, in order to enhance the competitiveness of enterprises, and ultimately achieve the goal of win-win enterprise customers, is an important topic of the existing power supply companies. Based on the above research background, this paper, on the basis of combing the relevant theories, firstly expounds the power service expansion management, process reengineering, PDCA recycling and other theories, and analyzes the current situation of domestic and foreign power service expansion management. The related indexes of power business expansion and management are sorted out. Secondly, according to the marketing market of Longgang District, history, organization structure, core value chain and so on, it points out the core process status of industry expansion process, and analyzes the unreasonable place of industry expansion process and organization structure. It reveals the existence of a variety of problems in its operation process and so on. Then, by comparing the traditional enterprise with the modern enterprise, we find out the thinking of the process reengineering of Longgang Power supply Company, select the mature and advanced theory as the design tool of the process reengineering, and ensure the process of process reengineering is scientific and reasonable. At the same time, the differences between the key indexes before and after the process reengineering are considered, and the key indexes after the process reengineering are designed to make the business expansion process reengineering fall to the ground smoothly. Then, the design of the whole process reengineering scheme of industry expansion, taking the process of industry expansion as the research object, studies the customer demand, confirms the direction of improvement, designs the new information system, and redesigns the existing expansion process and its supporting secondary process. Shorten the process and time. Finally, the paper introduces the implementation steps, the design of organization structure and function, the direction of risk and cost analysis and control, and the continuous improvement of process. In this paper, the theory of process reengineering and the theory of PDCA recycling are used in the traditional process management of electric power expansion by combining theory with practice, and it is transformed into a process of expanding the market and running efficiently at home and abroad. It provides some reference value for improving the management level of Longgang Power supply Company and other domestic power supply enterprises.
