钦州港大榄坪系统集成项目成本管理研究

【摘要】：系统集成项目成本管理作为项目管理的一个重要组成部分,它直接关系到项目的最终成败。如何在现有的资源因素的制约下,合理地对组织资源进行利用和分配,以达到有效利用时间,最大化的发挥项目管理的功效,从而提高项目质量,是每个系统集成企业所面临的共同课题。系统集成项目除了具有项目的一般特性外,还具有技术要求高、环境变化快、人员流动率高、客户需求不确定等自身特点。传统的系统集成项目管理模式已经越来越不能适应其发展的需要,因此引入科学规范的项目管理知识是系统集成项目发展的必要要求。本文通过运用挣值管理分析方法详细介绍了钦州港大榄坪系统集成项目管理现状,在分析该系统集成项目在实际施工的过程中对项目成本造成影响的主要因素的同时,也对该系统集成项目在成本管理过程中存在的问题进行了分析,这些问题包括成本预算过于理想化、项目团队成员缺乏成本管理意识、缺少连贯性的有效控制等。最后根据作者本人的实际项目成本管理经验结合钦州港大榄坪系统集成项目的成本实际执行情况,针对上述出现的问题,提出了相应的对策建议。本文希望通过对钦州港大榄坪系统集成项目成本管理方面的研究,将项目成本管理方面的理论知识与项目的实践有机的结合起来,通过理论基础研究和具体项目实践的整合提炼,总结出一些行之有效的系统集成项目成本管理方面的经验和建议,对企业今后在系统集成项目成本管理方面具有一定的指导作用和借鉴意义。
[Abstract]:As an important part of project management, system integration project cost management is directly related to the final success or failure of the project. Under the restriction of the existing resource factors, how to utilize and allocate the organizational resources reasonably in order to make effective use of time and maximize the effect of project management, so as to improve the quality of the project, is a common task faced by every system integration enterprise. In addition to the general characteristics of the project, the system integration project also has its own characteristics, such as high technical requirements, rapid environmental changes, high turnover rate, uncertain customer needs and so on. The traditional system integration project management mode has become more and more unable to meet the needs of its development, so the introduction of scientific and standardized project management knowledge is a necessary requirement for the development of system integration project. By using earned value management analysis method, this paper introduces the present situation of system integration project management in Qinzhou Port in detail. While analyzing the main factors that affect the project cost in the actual construction process, this paper also analyzes the problems existing in the cost management process of the system integration project, including that the cost budget is too idealized and the project team members lack the awareness of cost management. Lack of coherent and effective control, etc. Finally, according to the author's own actual project cost management experience combined with the actual implementation of Qinzhou Port Dalianping system integration project, in view of the above problems, the corresponding countermeasures and suggestions are put forward. Through the research on the cost management of Dalianping system integration project in Qinzhou Port, this paper hopes to combine the theoretical knowledge of project cost management with the practice of the project organically, and sum up some effective experiences and suggestions in the cost management of the system integration project through the integration and extraction of the theoretical basic research and the concrete project practice. It has certain guiding function and reference significance for enterprises in the cost management of system integration project in the future.
