【摘要】：党的十八大报告强调要重点关注“三农”建设,加快城乡一体化步伐。十八届三中全会通过了《中共中央关于深化改革若干重大问题的决定》,会议突出了保障和改善民生、促进社会公平正义的目标,并在具体改革政策上加快城乡二元户籍制度改革,推动基本公共服务的均等化,逐步解决农民工市民化等问题。城乡一体化建设是一项致力于构建城乡平等和谐关系,改变当前城乡二元结构现状的重要发展战略,具体包括五个方面：城乡公共基础设施建设一体化、社会公共管理一体化、地区经济产业一体化、公共社会服务一体化和就业保障服务一体化。本文综合运用实证分析法、比较研究法、文献研究法和历史分析法,以吉林省为案例,梳理吉林省城乡一体化发展历程,分析吉林省城乡一体化的发展规律。在详细参阅相关政策文献基础上,从城乡发展规划、县域经济发展、社会管理、产业布局、公共服务、基础设施建设以及劳动力就业等方面,总结吉林省城乡一体化的发展现状。基于现状深思吉林省城乡一体化存在的城乡二元结构的格局尚未完全改变、户籍制度供给滞后、公共服务供给不均、土地与人口城市化不均等问题。最后,本文通过研究国内外城乡一体化的模式及实践经验,为吉林省城乡一体化政府治理体系的构建提出了针对性建议,如定位政府角色、发展农村产业和完善配套制度。
[Abstract]:The report of the 18 National Congress of the Communist Party of China stressed the importance of focusing on the construction of "three rural areas" and speeding up the pace of urban-rural integration. The third Plenary session of the 18 CPC Central Committee adopted the "decision of the CPC Central Committee on deepening several important issues of Reform". The meeting highlighted the goal of ensuring and improving the people's livelihood, promoting social equity and justice, speeding up the reform of the urban-rural dual household registration system and promoting the equalization of basic public services in specific reform policies. The construction of urban-rural integration is an important development strategy committed to building a harmonious relationship between urban and rural areas and changing the current situation of urban-rural dual structure. It includes five aspects: the integration of urban and rural public infrastructure construction, the integration of social public management, the integration of regional economic industry. The integration of public social services and employment security services. This paper comprehensive use of empirical analysis, comparative research, literature research and historical analysis, taking Jilin Province as a case. Combing the development of urban and rural integration in Jilin Province, analysis of the development of urban and rural integration in Jilin Province, on the basis of detailed reference to relevant policy documents, from urban and rural development planning, county economic development, social management. Industrial layout, public services, infrastructure construction and labor employment. Summary of the development of urban and rural integration in Jilin Province. Based on the status quo pondering the existence of urban-rural integration of Jilin Province urban-rural dual structure has not been completely changed, the household registration system supply lags behind, the supply of public services is uneven. Finally, by studying the model and practical experience of urban-rural integration at home and abroad, this paper puts forward some suggestions for the construction of the governance system of urban-rural integration in Jilin Province. Such as positioning the role of the government, the development of rural industries and improve the supporting system.
