上海市行政审批管理体系建设研究

【摘要】：随着我们国家经济社会的迅猛发展，公众对政府部门的要求日益提高，服务性政府的理念也愈发深入人心，而行政审批是政府履行职责的一个重要窗口，实现行政审批的规范化与透明化对提升政府行政能力具有重大意义。为实现“行政透明度最高、行政效率最高、行政收费最少”的行政审批管理目标，上海多年来致力于探索行政审批制度改革，以期规范行政审批行为，推进行政审批管理。近年来，上海市开展了行政审批事项的目录管理，使得在本市层面的行政审批事项得到了有效控制。部分行政审批实施主体开展了审批标准的研制，在实践中就行政审批事项管理进行了持续探索，在部分审批实施主体中形成了行政审批管理体系的雏形。然而，本市层面的行政审批管理体系尚未形成，构建本市行政审批管理体系将更好的推进行政审批制度改革。论文通过文献研究法、比较研究方法等研究方法,以新公共管理理论为指导,将标准化理念应用于上海市行政审批制度改革。将标准化理念应用于行政审批管理中，可以优化行政审批程序,明确行政审批部门的职责,促进行政审批人员按照统一的规则来受理行政审批事项，确保同样的行政审批事项的受理条件和程序一致，最大化地压缩行政审批受理中的“自主裁量权”，对优化企业投资环境,提高行政审批效能，便利社会服务等方面具有重要意义。本文借鉴了国外发达国家的公共管理制度，系统研究ISO质量管理体系的理念和方法，，通过这些研究，构建出上海市行政审批管理体系，以期提高本市行政审批效能、优化政务环境。
[Abstract]:With the rapid development of our country ' s economy and society , the public ' s demand for government departments is increasing , and the administrative examination and approval is an important window for the government to carry out its duties .
