【摘要】：公共行政学百余年的发展充斥着公共行政学“身份危机”的焦虑。在行政哲学的层面上，行政理念的缺失正是导致公共行政学“身份危机”的根本原因。因此，从哲学、行政哲学等视角探究公共行政学知识体系中的行政理念，对行政理念的本质、生成、发展和比较等问题进行研究，有利于我们认识公共行政的最深层次的结构，化解公共行政的“身份危机”的焦虑；有利于系统地、全面地、深刻地认知公共行政的本质、规律和发展趋势；有利于建构科学的公共行政理论，提升公共行政学的学术品味和学科地位；有利于建构行政实践理念，促进行政实践的科学性与有效性发展。具体而言，我们可以从以下6个方面对“行政理念论”的进行研究：第1章为“导论”，论述行政理念论研究的背景和意义，梳理和分析国内外相关研究成果，在此基础上提出本文研究的思路、方法和创新点。第2章为“行政理念本质论”，回答“行政理念是什么”的问题。本章从西方哲学史、马克思主义哲学的视角，结合当代一些学者对理念的论述，得出本文的理念的定义。在此基础上，结合当代一些学者对行政理念的论述，以批判、反思和辩证的思维推演出行政理念的概念，并对“行政理念”与相关概念的区别与联系进行辨析，论述行政理念的基本结构和基本功能。第3章为“行政理念生成论”，回答“行政理念如何生成”的问题。基于马克思主义认识论主客体关系理论和社会交往理论的视角，探究行政认识（或行政共识）捕捉和生产行政理念的过程；基于批判理论的视角，探究行政理念在批判的、反思的、辩证的思维中的生成路径；基于罗尔斯的“重叠共识理念”，探究公共行政“和叠共识理念”的建构。第4章为“行政理念发展论”，回答“行政理念如何发展”的问题。行政理念发展论阐述了行政理念发展的管理途径、政治途径和法律途径，并从公共行政的本体论、认识论、价值论、方法论和公共行政的语言的角度探析行政理念的发展机制，揭示了行政思想史上管理主义行政理念和宪政主义行政理念的回复式发展、交叉与融合的行政理念的发展规律。第5章为“行政理念比较论”，回答“当代中西方行政理念的共性与个性”的问题。行政理念的发展维度主要有管理维度、政治维度和法律维度，中西方行政理念在这些发展维度上既有共性又有个性，这些发展维度因此成为中西方行政理念比较之焦点。在当代中国，，从管理的维度发展出行政管理理念，从政治的维度发展出中国共产党的执政理念，从法律的维度发展出当代中国的行政法理念。在当代西方，从管理的维度发展出行政管理理念，可具体分为传统的行政管理理念和新公共管理理念；从政治的维度主要发展出新公共行政理念、新公共服务理念；从法律的维度发展出西方行政法理念。第6章为“总结与展望”，对行政理念的的本质论、生成论、发展论、比较论进行总结，并对后续的研究进行展望。
[Abstract]:The development of Public Administration for more than 100 years with the public administration "identity crisis" anxiety. In the administrative philosophy level, lack of administrative idea is the fundamental cause of public administration "identity crisis". Therefore, from the perspective of administrative philosophy, philosophy and so on public administration, in the knowledge system of administrative philosophy the essence of administrative concept, and studied the generation, development and comparison, is conducive to our understanding of public administration is the most deep-seated structure of public administration, to resolve the "identity crisis" anxiety; conducive to systematically and comprehensively, a deeper understanding of the essence of public administration, law and is conducive to the development trend; the construction of a scientific theory of public administration, improve the academic taste and status of the subject of public administration; is conducive to the construction of administrative practice concept, promote the scientific and effective development of administrative practice. Specifically, I We can study the "theory of administrative ideas" from the following 6 aspects:
The first chapter is "Introduction". It discusses the background and significance of the research on the theory of administration, analyzes and summarizes relevant research results both at home and abroad, and puts forward the ideas, methods and innovations of this study.
The second chapter is the essence of "administrative philosophy theory", "what" is the answer administrative idea. This chapter from the history of western philosophy, Marx's philosophy from the perspective of the combination of contemporary scholars on the concept and definition of the concept of the thesis. Based on this, combined with some contemporary scholars, the administrative idea to the concept of reflection and critique of dialectical thinking to deduce the administrative concept, and the difference and connection between the "administrative idea" and the related concept of the basic structure, discusses the administrative concept and basic functions.
The third chapter is "administrative idea generation theory", "administrative idea of how to generate the answer". Marx's epistemology and object relations theory and social interaction theory based on the perspective of administrative knowledge (or administrative consensus) capture and production administrative philosophy; critical theory from the perspective of administrative philosophy in critical inquiry, reflection, path of dialectical thinking; based on Rawls's "overlapping consensus", construction of public administration "and the idea of overlapping consensus".
The fourth chapter is "administrative concept development theory", "administrative idea of how to answer" problems. The administrative idea on the development of the management way of administrative concept development, political means and legal means, and public administration from ontology, epistemology, axiology, methodology and philosophy of language development mechanism of public administration the view of the administration, reveals the return type development of administrative thought in the history of managerialism and constitutionalism administrative concept of administrative idea and development law of crossing and integration of administrative philosophy.
The fifth chapter is "comparison theory" administrative idea, "replied the commonness and individuality" in the contemporary western administrative idea. The development dimension of administrative concept are the main management dimension, the political dimension and legal dimensions in western administrative idea in these dimensions has both commonness and individuality, the development dimension therefore become the comparison of the western administrative philosophy focus. In contemporary China, from the dimension of the development of the administrative management philosophy, from the political dimension of the development of the ruling idea of the Communist Party of China, from the legal dimensions of the development of contemporary administrative jurisprudence China read. In contemporary western countries, from the dimension of the development of the administrative management concept, can be divided into the traditional administrative management concept and the concept of new public management; from the political dimensions of the main development of the new public administration, new public service theory; the legal dimensions of the development of Western Administrative Law Idea.
The sixth chapter is "summary and prospect", summarizing the essence theory of administrative concept, generative theory, development theory and comparative theory, and looking forward to the follow-up research.
