包头市土默特右旗生态旗建设中的政府行为研究

【摘要】：近年来,随着世界经济的迅猛发展,人类赖以生存的自然、生态环境也受到了前所未有的破坏,生态环境越来越无法承受日渐加重的生态压力,资源的有限性、环境的受保护性与经济发展的无限性三者产生了日益突出的矛盾与冲突。实现经济与社会的永续发展是世界各国寻求的路径,也是面临的难题。保护生态环境、保卫人类家园,可持续发展是必由之路,党的十八大提出的“美丽中国”宏伟蓝图的实现,中华民族伟大复兴“中国梦”由理想变为现实,都必须要坚定不移地实施可持续发展战略,必须要处理好经济发展与人口增长、资源利用、环境保护之间的关系。我国要开展生态文明建设、建设和谐社会,各级政府在生态区域建设中的行为手段与具体表现成为十分重要的环节。从我国经济和社会发展的水平和阶段来看,县域政府已经具备了开展生态县(旗)建设的经济社会基础,县域政府在生态建设中积极优越的行为表现既是贯彻和落实科学发展观的具体体现,又是合理有效解决县域内经济前行与社会进步中产生的环境问题、构建环境友好型社会的真实保障,更是适应我国经济社会可持续发展战略的正确路径。同时,由于县域政府事权和财力的有限性,经济发展与资源开发的矛盾较为突出,因此,着眼于公共管理视角去研究分析生态县(旗)建设中的政府行为,具有深远的理论和现实意义。本文通过阐述县域政府在县域生态县(旗)建设中的作用,立足包头市土默特右旗的生态旗建设现状和取得的成绩,详细归纳土默特右旗生态旗建设中政府行为方面存在的问题及原因,最后提出改进与优化的建议和对策,期待能对我国县域政府行为与生态环境建设方面提供一些有益的借鉴与参考。
[Abstract]:In recent years, with the rapid development of the world economy, the nature on which human beings rely for survival, the ecological environment has also suffered unprecedented damage, the ecological environment is more and more unable to bear the increasing ecological pressure, limited resources. The protection of the environment and the infinity of economic development have produced increasingly prominent contradictions and conflicts. To realize the sustainable development of economy and society is the path sought by countries all over the world, but also a difficult problem to protect the ecological environment. Protecting human homeland and sustainable development is the only way. With the realization of the grand blueprint of "beautiful China" put forward by the 18 National Congress of the Party, the great rejuvenation of the Chinese nation has changed from ideal to reality. Must unswervingly implement the sustainable development strategy, must deal with the economic development and the population growth, the resources utilization, the environment protection relations, our country must carry out the ecological civilization construction, constructs the harmonious society. The behavior means and concrete performance of governments at all levels in the construction of ecological regions have become a very important link. From the level and stage of economic and social development in China. The county government already has the economic and social foundation to carry out the ecological county (flag) construction. The positive and superior behavior performance of the county government in the ecological construction is the concrete embodiment of carrying out and carrying out the scientific development view. It is also a reasonable and effective solution to the environmental problems arising from the advance of the county economy and social progress, and the real guarantee of constructing an environment-friendly society, which is the correct path to meet the sustainable development strategy of our country's economy and society. Due to the limited power and financial resources of the county government, the contradiction between economic development and resource development is more prominent. Therefore, focusing on the perspective of public management to study and analyze the ecological county (flag) in the construction of government behavior. It has profound theoretical and practical significance. This paper expounds the role of county government in the construction of ecological county (flag), based on the status quo and achievements of ecological flag construction of Tumert right Banner in Baotou City. This paper summarizes the problems and causes of the government behavior in the construction of the ecological flag of Tumert right Banner in detail, and finally puts forward some suggestions and countermeasures for improvement and optimization. It is expected to provide some useful reference for county government behavior and ecological environment construction.
