泉州市北斗卫星导航应用的政府职能研究

【摘要】：处在科学技术快速发展的现代社会中,北斗卫星导航技术的发展与广泛运用,极大地提高了人们生产与生活质量,带动了国家经济的发展。在经济快速增长的形势下,北斗卫星导航的应用范围会有所扩展,未来北斗卫星导航将迎来产业规模化应用,针对这一应用产业发展的广阔市场前景,和新一轮的技术变革,政府必须加强管理,提升政府监管与市场疏导力。泉州具有“微波城”的美称,随着技术的更新换代,泉州微波通信产业正积极寻求转型升级,而北斗卫星导航应用产业与微波通信产业具有极高的技术与市场关联度,泉州微波通信产业集群良好的基础为泉州市大力发展北斗卫星导航应用产业,提供了强有力的技术、经济和服务支撑。基于此,本文首先对服务型政府理论的概念、政府职能的定义、特征进行系统性的分析,应用新公共管理理论与新公共服务理论,对北斗卫星导航的应用及其政府职能的概念进行了初步的梳理和探讨,并基于以上基础,探讨了泉州市在北斗卫星导航应用中政府职能现状及存在的问题,有针对性地提出泉州市北斗卫星导航应用中政府职能的完善对策,具体包括:持续提升宏观调控的作用,进一步丰富资源优化配置的范围,加强提供公共产品的力度,强化规制与监督的效力。通过这些具体的发展措施,更好地推动北斗卫星导航在泉州市的应用及发展,更好地发挥泉州市北斗卫星导航应用中的政府职能。
[Abstract]:In the modern society with the rapid development of science and technology, the development and extensive application of Beidou satellite navigation technology have greatly improved the quality of people's production and life, and promoted the development of the national economy. The scope of application of Beidou satellite navigation will be expanded. In the future, Beidou satellite navigation will usher in large-scale industrial applications. In view of the broad market prospects for the development of this application industry and the new round of technological changes, the government must strengthen management. Quanzhou has the reputation of "microwave city". With the upgrading of technology, Quanzhou microwave communication industry is actively seeking to transform and upgrade. The Beidou satellite navigation application industry and the microwave communication industry have extremely high technology and market correlation degree. The good foundation of Quanzhou microwave communication industry cluster provides a powerful technology for the development of Beidou satellite navigation application industry in Quanzhou. Based on this, this paper systematically analyzes the concept of service-oriented government theory, the definition and characteristics of government functions, and applies the new public management theory and the new public service theory. The application of Beidou satellite navigation and the concept of government function are preliminarily combed and discussed. Based on the above basis, the present situation and existing problems of government functions in the application of Beidou satellite navigation in Quanzhou are discussed. The measures to improve the government's functions in the application of Beidou satellite navigation in Quanzhou City are put forward, including: continuously enhancing the role of macro-control, further enriching the scope of optimizing the allocation of resources, and strengthening the efforts to provide public goods. Through these specific development measures, the application and development of Beidou satellite navigation in Quanzhou City can be better promoted, and the government function of Beidou satellite navigation application in Quanzhou City will be better brought into play.
