我国政府公共服务外包问题研究

【摘要】:20世纪80年代以来,行政改革的浪潮在世界范围内兴起。各国政府陆续探索实现政府行政改革目标的多种途径,其中政府公共服务外包成为近年来政府承担公共服务的新模式。20世纪90年代,英国率先在铁路、电信等领域实行政府公共服务外包,之后政府公共服务外包扩展到美国、加拿大等国家并付诸实施。这一浪潮随之也扩展到中国等发展中国家。我国政府公共服务外包最早于上海市,并于1998年第一次进入我国实践领域。 近年来,我国部分省市区在这方面的实践,无论是服务范围还是服务深度等方面都取得了积极进展和较大地突破。但公共服务外包自产生以来就受到政府官员和学术界的广泛争议,公共服务外包过程中所产生的问题也成为人们关注的焦点。对于正在尝试推广政府公共服务外包的中国政府来说,充分了解政府公共服务外包的基本理论,以及公共服务外包在我国的发展过程和存在问题,不仅能为人民群众提供更多更好、更多、更质优高效的服务,还能降低公共产品生产的成本、节约公共财政开支,同时对于我国公共事业单位体制机制改革,城乡基本公共服务均等化都有一定的参考价值和借鉴意义。因此该文的重点和难点是:总结公共服务外包在我国取得成效和经验,全面分析我国政府公共服务外包存在的突出问题,寻求问题根源,提出对策建议,为我国政府公共服务外包提供理论和法律支持,进一步建立完善我国政府公共服务外包体系。 由于我国不同地区经济社会发展状况的多样性和复杂性,我国政府公共服务外包尚未形成统一的实践模式,本文主要采用理论和实证相结合、问题与对策相结合、国内外研究成果相结合的形式,立足中国国情,借鉴全球经验,对我国政府公共服务外包问题进行研究。 本文主体共分为五个部分。第一部分,为导论,介绍选题的目的、意义,目前国内外的研究现状,以及研究思路、方法和创新的地方。第二部分,政府公共服务外包的基本理论,主要介绍公共服务外包的相关概念、适用范围、公共服务外包的各种工作模式及特征分析。第三部分,当前我国政府公共服务外包的现状分析,总结公共服务外包在我国的发展历程、初步成效和典型经验。第四部分,就公共服务外包在具体操作中出现的问题,进行了分类归纳,并对存在的主要问题进行了原因分析。第五部分,完善我国政府公共服务外包的对策建议,主要从加强公共服务外包的观念转变、制度建设、法律完善和管理创新等方面进行了总结归纳;最后是结束语。 本文创新之处是:我国的事业单位在组织属性上与社会组织具有特定共同性,即非企业性和非营利性,其承担的社会功能也具有共同性,这就使得研究政府公共服务外包,对于目前我国事业单位的改革具有一定的借鉴意义和参考兼职。
[Abstract]:Since 1980s, the wave of administrative reform has risen all over the world. In 90s, the United Kingdom took the lead in carrying out government public service outsourcing in railway, telecommunications and other fields, and then government public service outsourcing expanded to the United States. Canada and other countries have been put into practice. This wave has also spread to developing countries such as China. Our government outsourcing of public services was first in Shanghai and entered the practice field of our country for the first time in 1998. In recent years, the practice of some provinces and municipalities in this area, Both service scope and service depth have made positive progress and great breakthrough. However, public service outsourcing has been widely disputed by government officials and academic circles since its emergence. The problems arising in the process of public service outsourcing have also become the focus of attention. For the Chinese government, which is trying to promote the outsourcing of government public services, we should fully understand the basic theory of government public service outsourcing. And the development process and existing problems of public service outsourcing in our country, not only can provide more and better, more and more high-quality and efficient services for the masses of the people, but also can reduce the cost of public goods production and save public financial expenditure. At the same time, it has certain reference value and significance for the reform of system and mechanism of public institutions in China and the equalization of basic public services between urban and rural areas. Therefore, the emphasis and difficulty of this paper are: summing up the achievements and experiences of public service outsourcing in our country. This paper comprehensively analyzes the outstanding problems existing in our government public service outsourcing, seeks for the root causes of the problems, puts forward some countermeasures and suggestions, provides theoretical and legal support for our government public service outsourcing, and further establishes and perfects our government public service outsourcing system. Due to the diversity and complexity of the economic and social development in different regions of China, the government outsourcing of public services in China has not yet formed a unified practice model. This paper mainly adopts the combination of theory and demonstration, problems and countermeasures. In the form of combination of domestic and foreign research results, based on the situation of China and drawing on the global experience, this paper studies the outsourcing of government public service in our country. The main body of this paper is divided into five parts. The first part introduces the purpose and significance of the topic, the current research situation at home and abroad, and the research ideas, methods and innovations. The basic theory of government public service outsourcing mainly introduces the related concepts of public service outsourcing, the scope of application, the analysis of various working modes and characteristics of public service outsourcing. The third part, the analysis of the current situation of government public service outsourcing in China. This paper summarizes the development of public service outsourcing in China, preliminary results and typical experience. Part 4th, classifies and summarizes the problems of public service outsourcing in specific operation. The main reasons for the problems are analyzed in this paper. Part 5th, the countermeasures and suggestions to perfect the outsourcing of public service of our government, mainly from the transformation of the concept of strengthening the outsourcing of public services, the construction of the system, Legal perfection and management innovation are summarized and concluded. The innovation of this paper is that the public institutions in our country have specific commonality with social organizations in their organizational attributes, that is, non-enterprise and non-profit, and their social functions are also common, which makes the research on government public service outsourcing. For the current reform of institutions in China has a certain reference and part-time reference.
