通辽市财政管理信息系统存在的问题及对策研究

【摘要】：财政管理信息系统是行政事业单位财务工作中的重要组成部分。本文以通辽市财政管理信息系统为研究对象，基于管理信息系统理论，采用重点分析、对比分析等研究方法，对通辽市政府财政部门管理信息系统的实际运行情况进行考察，分析信息系统存在的问题，旨在寻找解决方法，改进目前运行的信息系统的弊端，使之发挥最大效能。本文第一部分为绪论，介绍了选题背景，，研究的目的和意义。第二部分对管理信息系统的理论进行了介绍，对管理信息系统的结构、特点、功能和基本模式以及作用、划分进行了系统的介绍。第三部分为中外政府财政管理信息系统的发展，分析西方发达国家信息化的发展进程，并对我国政府财政管理信息系统进行梳理和分析，总结其他国家财政管理信息系统的发展尤其是我国进行了详细考察的瑞典和英国的信息系统的运行，及其带给我们的启示与借鉴。第四部分是对通辽市财政管理信息的历程、管理信息系统建设的现状、运行过程中显现的问题进行系统分析，具体包括体制、规划、资金、纵向贯穿和横向拓展、内部网络安全等七个方面。第五部分是对通辽市财政管理信息系统存在的问题寻找解决的对策、提出一些合理化的建议，从总体目标、建设原则、对策和实施办法等方面进行了详细的叙述。最后得出结论：与时俱进的财政管理信息系统需要现代化的技术手段做支撑，加快发展政府财政管理信息系统，才能加速实现通辽市财政公共管理的现代化。
[Abstract]:The financial management information system is an important part of the financial work of administrative institutions. This paper takes Tongliao financial management information system as the research object, based on the management information system theory, adopts the key analysis, comparative analysis and other research methods. This paper investigates the actual operation of the management information system of Tongliao city government finance department, analyzes the problems existing in the information system, and aims at finding a solution to improve the malpractice of the information system in operation at present, so as to make it exert its maximum efficiency. The first part of this paper is an introduction, which introduces the background of the topic, the purpose and significance of the research. The second part introduces the theory of the management information system, the structure, characteristics, functions, basic models and functions of the management information system. The third part is the development of the Chinese and foreign government financial management information system, analyzes the development process of the western developed countries' informatization, and combs and analyzes the government financial management information system of our country. This paper summarizes the development of financial management information system in other countries, especially the operation of information system in Sweden and Britain, which has been inspected in detail in our country, and the inspiration and reference it brings to us. Part 4th is the course of financial management information in Tongliao City. The current situation of the construction of management information system, the problems that appear in the course of operation, including system, planning, capital, vertical penetration and horizontal expansion, are analyzed systematically. The 5th part is to find the solution to the problems existing in the financial management information system of Tongliao City, and put forward some reasonable suggestions, from the overall goal, the construction principle, The countermeasures and implementation methods are described in detail. Finally, the conclusion is drawn that the financial management information system, which keeps pace with the times, needs to be supported by modern technical means to speed up the development of the government financial management information system. In order to accelerate the realization of Tongliao City financial and public management modernization.
